<p>Duties Summary</p> <p>Independently performs the full range and variety of assignments related to the administration, implementation, and coordination of island-wide derelict and abandoned vehicle program; and performs other related duties as required.</p> <p>There is one (1) immediate temporary full-time vacancy not-to-exceed 12/04/2028 (noon) with the Department of Environmental Management - Solid Waste Division in Hilo.</p> <p>(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)</p> <p>The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.</p> <p>Examples of Duties</p> <ul> <li>Administers, coordinates, and monitors the Derelict and Abandoned Vehicle (DAV) Program for the County of Hawai'i, including new programs and program expansions . </li><li>Develops, recommends, implements, and maintains program goals, plans, policies, and procedures assuring compliance with departmental, State, Federal, and other applicable laws, rules, and regulations; ensures safeguards are in place to protect confidential information. </li><li>Coordinates and participates in investigations with police, prosecutor's, and other agencies; implements and oversees the protocol for ensuring police reports are processed. </li><li>Represents department at community organization meetings to inform public of program services and activities. </li><li>Collaborates with representatives from other departments, governmental agencies, vendors, and private or community organizations to foster cooperation and effectively implement programs and activities. </li><li>Administers the Auction of Abandoned Vehicles for the County of Hawai'i. </li><li>Participates in the preparation of annual budget requests; may attend budget hearings to justify requests </li><li>Keeps abreast of changes to applicable laws, policies, regulations, etc. which may affect the DAV Program. </li><li>Manages contracts with various vendors for the DAV Program in accordance with County policies /procedures and contract requirements. </li><li>Conducts special studies and analyses as assigned and prepares appropriate reports and recommendations. </li><li>Provides technical assistance to and coordinates with other agencies to develop, improve, and implement programs for removal, clean-up, and disposal of abandoned vehicles, junk vehicles, and related items and materials. </li><li>Supervises lower-level workers and personnel in support of the Derelict and Abandoned Vehicle Program for the County of Hawai'i. </li><li>Keeps statistical records; prepares various reports. </li><li>Operates a vehicle to perform work-related travel. </li><li>Performs other related duties as assigned. </li></ul> <p>Minimum Qualification Requirements</p> <p>Training and Experience:</p> <p>A combination of education and experience substantially equivalent to:</p> <ul> <li>graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and </li><li>two and one-half (2 1/2) years of responsible experience in program management which shall have included responsibility for program administration and monitoring, budget preparation, or contract management, of which </li><li>one (1) year shall have been in support of a Derelict and Abandoned Vehicle (DAV) Program, and </li><li>demonstrated supervisory aptitude*, and </li><li>possession of a valid State of Hawai'i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.) </li><li>Supervisory aptitude is the ability or potential of an individual to perform supervisory duties as demonstrated: </li><li>by the successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; </li><li>by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; </li><li>by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or </li><li>by favorable appraisals by a supervisor indicating the possession of supervisory potential. </li></ul> <p>Note: Foreign transcripts must be accompanied by an official transcript or credential evaluation to determine U.S. equivalency. (Scan and attach a copy of your official transcript or credential evaluation to your application.)</p> <p>Knowledge of: trends and developments relative to derelict and abandoned vehicles, laws, ordinances, policies, procedures, and regulations governing the identification, removal, transporting, and storage of derelict/abandoned vehicles, principles and methodology of program planning and development, research and evaluation methods and techniques, resources, and services that interact with and have an impact on the DAV Program , and geography of the County of Hawai'i.</p> <p>Ability to: plan, organize, coordinate, and supervise a derelict/abandoned vehicle removal program, provide information and technical assistance regarding the County's DAV Program, communicate effectively orally and in writing with various segments of the public, develop and maintain effective working relationships with various private, governmental and community organizations, evaluate programs and recommend improvements, identify private, state, and federal funding sources and prepare grant applications, understand, interpret and apply laws, rules and regulations, and prepare analytical reports with recommendations</p> <p>Physical Requirements: persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.</p> <p>Physical Effort Grouping: Light</p> <p>Benefits of County employment: The County of Hawai'i offers a competitive compensation package.
