Investigates work orders and responds to concerned party. Deals with appropriate agency and public to resolve concerns.</p> <p>STARTING SALARY HIRING RANGE:</p> <p>$35.46 - $39.92</p> <p>$73,763 - $83,039 </p> <p>CLASS DESCRIPTION:</p> <p>Performs intermediate supervisory level and advanced operations service work under general supervision from an administrative or technical superior. Work includes supervising the activities of laboring and equipment operation personnel in areas such as construction, maintenance, landfill disposal, tree care, utility, vehicle repair, contracted refuse collection, water reclamation, parks, horticulture, and forestry work.Include the following. Other related duties may be assigned.</p> <p>Assigns Supervisor I to roadway maintenance activities, such as road patching, pot hole repair, bridge repair, guardrail repair, excavation, road resurfacing and grading, brush and debris removal, grading shoulders and embankments, snow removal, replacing and installing storm drain pipe, repairing storm drain inlets, and a variety of other highway related operations; oversees complex tasks; spot-checks work in progress; approves finished jobs; enforces safety regulations and procedures.</p> <p>Demonstrates methods and techniques of general laboring and motor equipment operation activities; trains personnel in equipment operations, trades practices, care and use of tools and materials, safety precautions; orders materials, tools and small equipment prior to beginning and completion of jobs; may maintain inventory of stock.</p> <p>Participates with highways superintendent in general planning and scheduling of ongoing and long range work activities.</p> <p>Obtains daily work orders; assigns crews for fitting out trucks with necessary supplies and equipment; determines kind and amount of materials needed for daily work assignment.</p> <p>Maintains records of progress of work, work accomplished, time on the job, materials used, accidents, and other relevant information; may participate in budget preparation.</p> <p>Operates equipment and performs laboring activities as necessary.</p> <p>Regularly meets with County residents, staff from other County and State agencies, to discuss roadway maintenance activities and appraise them on work status.</p> <p>This position is considered emergency essential, and as such, the incumbent may be required to report for regular work shift during inclement weather, or when an emergency situation arises.</p> <p>Performs other duties as assigned or required.</p> <p>Reviews citizen requests, and provides responses as needed. Tracks work activities and maintains appropriate records. </p> <p>Enters data into computer data base.</p> <p>SUPERVISORY RESPONSIBILITIES:</p> <p>This job has supervisory responsibilities for twenty-five highway maintenance employees that primarily work in Highways Central Zone with approximately 360 centerline miles of roadway. This includes two Operation Supervisor I's, Equipment Operators and Utility Workers.</p> <p>High School Diploma or GED and six (6) years related experience or equivalent combination of education and experience.</p> <p>PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:</p> <p>Ability to read and understand blueprints and contract documents.</p> <p> </p> <p>Thorough knowledge of principles, practices, methods and techniques of laboring and motor equipment operation activities as they relate to highway construction and maintenance work.</p> <p> </p> <p>Thorough knowledge of tools, equipment, materials and supplies used in public works or other construction and maintenance work.</p> <p> </p> <p>Considerable knowledge of the functions, operation and routine care and maintenance of a variety of motor and mechanical equipment.</p> <p> </p> <p>Knowledge of occupational hazards and safety precautions involved in laboring and equipment operation activities.</p> <p> </p> <p>Knowledge of supervisory methods and techniques.</p> <p> </p> <p>Ability to plan, assign and review the work activities of laboring and equipment operation crews.</p> <p> </p> <p>Ability to estimate materials, supplies, tools, equipment and man hours needed to complete assigned tasks.</p> <p> </p> <p>Ability to maintain records and complete reports of activities.</p> <p> </p> <p>Ability to understand and follow oral and written instructions.</p> <p> </p> <p>Ability to establish and maintain effective working relationships with associates in a professional manner.</p> <p> </p> <p>Ability to learn and understand computer operation.</p> <p>PHYSICAL DEMANDS AND WORK ENVIRONMENT:</p> <p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.</p> <p> </p> <p>Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.</p> <p> </p> <p>Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.Must possess a valid CDL license Class B, issued by the State of Maryland, with a valid DOT card and the ability to obtain a CDL license Class A, if work requires.</p> <p>A certified Maryland Temporary Traffic Control Manager or Flagger Card within 6 months of employment.</p> <p>A Confined Space Certification within 6 months, if the job requires.</p> <p>A Maryland Tree Expert License within 6 months, if the job requires.</p>
