The ideal candidate will serve as a strategic advisor and executive-level consultant, responsible for supervising all aspects of employment tax compliance and strategy, including payroll taxes, benefits taxation, and employment-related tax audits. This role requires a comprehensive understanding of not only employment taxes but also benefit taxation, employment-related regulatory obligations, and U.S. regulatory executive compensation disclosure requirements. A strong understanding of federal, state, and local employment tax law should be balanced with a proven track record to strategically manage highly complex, Company-wide employment tax projects and audits.</p> <p>Key responsibilities include:</p> <ul> <li> <p>Lead and strategically manage the U.S. employment tax function, establishing robust governance frameworks, ensuring compliance with all federal, state, and local tax laws and regulations, proactively identifying and addressing potential exposures.</p> </li><li> <p>Provide oversight for the work performed by our third party payroll system related to employment tax compliance, including performing enhanced reviews of and approvals for both regularly occurring and amended quarterly and annual payroll tax filings while working with the U.S. Payroll Operations team to drive systemic improvements to increase timeliness and accuracy of reporting.</p> </li><li> <p>Develop, design, and support the implementation of enhanced procedures and operating models to reduce the organization's employment tax risks.</p> </li><li> <p>Be the principal employment tax liaison and partner to our People Experience, Benefits, and Payroll Operations teams to promote accurate tax withholding and reporting for all employees.</p> </li><li> <p>Provide mentorship on the tax implications of employee compensation matters, including stock options, retirement plans, and executive compensation.</p> </li><li> <p>Support the payroll team by managing and resolving tax notices, audits, and inquiries from various tax authorities.</p> </li><li> <p>Proactively supervise, analyze, and interpret emerging employment tax legislation, judicial decisions, and regulatory guidance at all levels, providing advice and actionable recommendations on the impact of new laws on eBay's operations.</p> </li><li> <p>Be a mentor to a team of world class payroll professionals, providing direction and support in their professional development.</p> </li></ul> <p>Experience and Relevant Qualifications</p> <ul> <li> <p>Bachelor's degree in Accounting, Finance, Taxation, or a related field is required. CPA, JD, or Master's degree in Taxation preferred.</p> </li><li> <p>Minimum of 6 years of experience in U.S. employment taxes with at least 2 years in a management or consulting capacity.</p> </li><li> <p>Strong knowledge of payroll systems and processes (ADP, UKG, Dayforce).</p> </li><li> <p>Proficient in tax research and compliance software.</p> </li><li> <p>Excellent analytical, problem-solving, and project management skills.</p> </li><li> <p>Strong leadership capabilities and experience leading a team is preferred.</p> </li><li> <p>Outstanding communication and interpersonal skills, with the ability to explain complex tax concepts to non-tax professionals.</p> </li><li> <p>Ability to work independently and in a team environment, managing multiple priorities and deadlines.</p> </li></ul> <p>The base pay range for this position is expected in the range below:</p> <p>$84,800 - $146,900</p> <p>Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave).
