<p>GENERAL DESCRIPTION</p> <p>Under the general direction of the Director of Procurement, Non-Capital and Materials Management, the Senior Manager of Non-Capital Programs is responsible for providing procurement to various Authority Departments. This position oversees the development of solicitation documents, specifications, and contract documents for non-capital and professional service agreements. This position is also a department lead for the Enterprise Resource Planning or Contract Management system upgrades, patches, and issue resolution. Requires availability for emergency call-in.</p> <p>COMPENSATION: $120,000 and up based on experience</p> <p>SUPERVISES OTHERS: YES</p> <p>FLSA STATUS: EXEMPT</p> <p>ESSENTIAL FUNCTIONS</p> <p>Accountable for the well-being and support of their direct reports, providing individual training for their job responsibilities and offering mentorship.</p> <p>Evaluates the work performance of direct reports; engages in transparent performance check-ins and appraisals and takes necessary corrective action or disciplinary measures when required.</p> <p>Ensures that direct reports comply with authority standards regarding personal appearance, fostering a professional work environment.</p> <p>Ensuring adherence to established guidelines and promoting operational efficiency.</p> <p>Ensures compliance with all federal, state, and local procurement requirements in the selection of supply and service providers, contractors, concessionaires, consultants, and individuals providing services to the Authority.</p> <p>Represents the Authority in negotiating contracts, agreements, work orders, and change orders.</p> <p>Manages the procurement processes for Requests for Proposals (RFP), Requests for Qualifications (RFQ), Invitation to Bid (ITB), Reverse Auction (RA), Invitation to Negotiate (ITN), Invitation to Quote (ITQ), sole source and government contract purchasing.</p> <p>Facilitates and oversees the technical proposal evaluation process to ensure thorough assessment and selection of suppliers</p> <p>Manages contract negotiations and procurement processes for various services and projects, ensuring alignment with organizational goals.</p> <p>Oversees the development of solicitation documents, specifications, contract amendments, change orders, renewals, and contract documents for various delivery methods and facilitates Solicitation processes.</p> <p>Manages Non-Capital program contract and solicitation templates.</p> <p>Analyzes cost and revenue projections against industry best practices.</p> <p>Analyzes proposals and bids for responsiveness and responsibility.</p> <p>Regular and reliable attendance is required as an essential function of the position.</p> <p>This list is not intended to be all-inclusive, and you may not be responsible for every item listed. Exhibits a sense of urgency where appropriate.</p> <p>REQUIRED FOR ALL HCAA JOBS</p> <p>In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.</p> <p>Complies with all HCAA Policies, Procedures, and Standards.</p> <p>QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)</p> <p>Bachelor's Degree in Management, Business, or related field.</p> <p>Six (6) years experience in purchasing, contracts management and competitive procurement processes, of which at least three (3) years in public (government) purchasing.</p> <p>Three (3) years supervisory experience.</p> <p>Or equivalent combination of education, training, and experience.</p> <p>Certified Public Purchasing Officer (CPPO) certification by the Universal Public Purchasing Certification Council, within 18 months of hire.</p> <p>NIGP Certified Purchasing Professional (NIGP-CPP), within 18 months of hire.</p> <p>Must possess a valid Driver's License.</p> <p>PREFERRED QUALIFICATIONS</p> <p>Master's Degree in Management, Business, or related field.</p> <p>Certified Professional in Supply Management (CPSM).</p> <p>Experience in utilizing automated procurement systems.</p> <p>KNOWLEDGE, SKILLS, AND ABILITIES</p> <p>Knowledge of the principles and practices of purchasing and procurement within a public agency.</p> <p>Knowledge of Federal, State, and Authority rules and regulations governing procurement practices in public agencies.</p> <p>Knowledge of Federal and State grant assurances to ensure contractual compliance in procurement activities.</p> <p>Ability to establish clear direction, motivate teams, and foster a work culture focused on ongoing learning and performance goals.</p> <p>Ability to communicate effectively orally and in writing.</p> <p>Ability to establish and maintain effective working relationships with others within and outside the Authority.</p> <p>Ability to handle restricted, sensitive, and confidential information.</p> <p>Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.</p> <p>PHYSICAL ABILITIES</p> <p>Frequent standing & walking</p> <p>Continuous sitting</p> <p>Occasional lifting up to 20 Ibs</p> <p>Occasional pushing, pulling & dragging</p> <p>Continuous typing</p> <p>Occasional use of car</p> <p>Continuous use of a computer monitor</p> <p>The Aviation Authority-Tampa International Airport provides equal employment opportunity to all persons, regardless of age, race, religion, color, national origin, sex, political affiliations, marital status, non-disqualifying physical or mental disability, sexual orientation, membership, or non-membership in</p> <p>an employee organization, or based on personal favoritism or other non-merit factors.</p> <p>The Aviation Authority-Tampa International Airport welcomes and encourages applications from minorities, veterans, and persons with physical and mental disabilities, and will reasonably accommodate the needs of those persons in the application, testing, and hiring process.
