<p>Position Description - Chief Executive Officer (CEO)</p> <p>Original Board Approval Date</p> <p>07/11/2012</p> <p>Reports to</p> <p>Board of Directors</p> <p>Division</p> <p>Administration</p> <p>Exempt/Non-Exempt Status</p> <p>Exempt</p> <p>Security Roles</p> <p>JOB SUMMARY: Manages, directly or through staff, all programs and services provided by the health center. Supervises directly or through other staff all employees of the health center. Is responsible for overall performance of the health center in all areas of operations. This position serves under the general direction of the Health Center Board of Directors.</p> <p>PRIMARY DUTIES AND RESPONSIBILITIES:</p> <ul> <li>Ensures the organization remains true to and carries out its mission and vision, as described in its Mission Statement and Vision Statement. </li><li>Maintains appropriate contact and communication with the Board of Directors. </li><li>Assures availability of well-qualified staff to maintain programs. This would include supervising the hiring of qualified staff, providing a proper orientation program, requiring proper ongoing training to meet the needs of the position, requiring not less than annual performance evaluations, and handle any necessary discipline actions. </li><li>Supervises the development and maintenance of comprehensive administrative and program-specific sets of policies and procedures. </li><li>Assures that a proper MIS system is functioning which meet the needs of the various department programs, provide accurate statistical reports which will assist in management decisions, create statistical reports that comply with funding source requirements, and help maximize fee-for-service revenue. </li><li>Assures that continuous quality improvement/risk management programs are in place and being followed. </li><li>Provides guidance, coordination and overall direction to health center programs through strategic planning. </li><li>Monitors all contracts with outside agencies and organizations working with the Health Center. </li><li>Serves as a resource for the staff and assists with programs when appropriate. </li><li>Plans and assures programs of financial and audit reports that meet requirements of all local, State, Federal, and private funding agencies. </li><li>Prepares budget reports for approval. Reviews budget reports at appropriate intervals. </li><li>Oversees all health center expenditures. </li><li>Directs the assessment of community needs and determines appropriate interventions. Assures the development of educational and training programs to meet the organization's identified needs. </li><li>Meets with appropriate individuals, groups, and organizations for input relative to studying, planning, and implementing programs. </li><li>Assumes responsibility for the proper maintenance of the building, grounds, and custodial service. This includes developing and maintaining appropriate security measures. </li><li>Serves as the primary administrative leader for the planning, launch, fine tuning, and maintenance of the organization's dental program. </li><li>Directly supervises the organization's PR, Marketing, and Community Outreach programs </li><li>Serves as the primary administrative leader for the organization's Outreach & Enrollment program. </li><li>Serves as the primary administrative leader for private foundation grants, fundraising, and charitable giving programs administered by the organization. </li><li>Responsible for ensuring compliance with all applicable laws, regulations, and requirements, and for maintaining a compliance program. This responsibility is largely delegated to the Compliance Coordinator, who reports to both the CEO and the Compliance Committee of the Board. </li></ul> <p>INTERMITTENT DUTIES:</p> <ul> <li>Participates in public relation functions on behalf of the health center. </li><li>Attends both required and selected seminars or training programs. </li><li>Other duties as assigned by supervisor. </li></ul> <p>OFF-SITE WORK:</p> <p>Off-site work is both allowed and required for this position.</p> <ul> <li>Required Off-Site Work: The CEO is frequently required to attend meetings, conferences, PR events, training events, and other events which occur off-site. Travel by car to Nashville or other cities, as well as airline travel and multi-day stays in other cities, is necessary and may be required frequently. This position is also required to answer urgent phone calls and texts related to organizational management on weekends and after hours and may be required to work off-site on weekends or evenings in order to manage emergencies or meet urgent deadlines. </li><li>Optional Off-Site Work: The CEO is allowed to work off-site from time to time in the event that the work can be completed more efficiently in an alternate location, such as home or a different office. Tasks eligible for off-site work may include but are not limited to the preparation of grant applications, creation or revision of policies, preparation of documents for board or staff meetings, or any other task which requires sustained time and focus. </li></ul> <p>SKILLS/QUALIFICATIONS:</p> <ul> <li>Masters degree in Public Health Administration desirable OR MBA with 5 years' experience with Public Health Administration OR Degree deemed acceptable by the Board in other areas with appropriate experience. </li><li>Five (5) years administrative experience in public or private health settings desirable. </li><li>Experience in obtaining grants and managing budgets. </li><li>Knowledge of health care delivery and management theory. </li><li>Problem Solving: Frequent problems arise in this position that are outside established policies or bodies of knowledge calling for high-level skills in problem solving. </li><li>Decision Making: Frequent situations arise in this position calling for careful and analytical judgment. </li><li>Supervisory: Extensive responsibility for the direct supervision of management, staff and contract employees. Requires the judicious use of delegation. </li><li>Financial/Budgetary: Extensive responsibility for processing financial matters and budget preparation and review. </li><li>Interpersonal: Must interact with employees, Board of Directors, governmental officials, and the general public. </li></ul> <p>WORKING CONDITIONS:</p> <ul> <li>Works in a well-lit, climate-controlled building. </li><li>May be exposed to body fluids. </li></ul> <p>Note: This job description is intended to convey information essential to understanding the scope of the CEO position.
