Functioning as a Project Manager, the Addictions Program Specialist 2 will assist the Division of Quality Assurance and Performance Improvement in its administration of developing and implementing Workforce Development initiatives that are funded by the Opioid Settlement Funds and other state and federal funding. The purpose of these initiatives is to ensure that OASAS can enhance the pipeline of healthcare and behavioral healthcare professionals who can enter the workforce and provide substance use disorder services.</p> <p>Responsibilities include, but are not limited to:</p> <ul> <li>Serve as the lead coordinator between the awarded workforce vendors and OASAS, </li><li>Work with program staff on the implementation of the contract scope of work (SOW), invoicing and adherence to contracting requirements, </li><li>Direct the performance of processes associated with the contracts, and reviews of vendor's performance and compliance, </li><li>Perform contract monitoring tasks including recommendations for necessary contract modifications and contract amendments and follow up with DFA, </li><li>Coordinate all communication, project management tasks, and compliance with time frames and benchmarks, </li><li>Identify systemic problems with implementation and advise on potential solutions to resolve or changes to implement, </li><li>Obtain written reports on project process and create reports for OASAS leadership as needed for successful implementation and evaluation, </li><li>Other tasks as assigned. </li></ul> <p>Routine travel is required (approximately 10%), occasionally to areas not served by public transportation.</p> <p>Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).</p> <p>For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.</p> <p>At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.</p> <p>Contingent permanent qualifications:</p> <p>Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~</p> <p>A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders. ~OR~</p> <p>A master's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.</p> <p>Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.</p> <p>Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.</p> <p>Generous benefits package, which may include: medical, dental and vision coverage; NYS Employees Retirement System (pension); optional Deferred Compensation Program; tuition assistance; generous paid leave benefits; compensation for 13 State holidays per year; access to NY 529 and NY ABLE College Savings Programs; and Flex Spending Accounts.</p> <p>Telecommuting may be discussed as part of the interview process.</p> <p>The Public Service Loan Forgiveness (PSLF) Program allows public service employees to have the remaining balance on direct loans forgiven after 120 qualifying payments are made under an accepted repayment plan while working full-time for an eligible employer.
