This position is responsible for strengthening systems that prevent and address elder abuse, neglect, exploitation, and Medicare fraud; improving the financial literacy of older Kansans; and enhancing the quality, coordination, and impact of legal and elder rights services statewide. The Director works collaboratively with internal leadership, Area Agencies on Aging, legal services providers, Adult Protective Services, the Attorney General's Office, and other partners to advance a coordinated, high-quality elder justice framework that protects and promotes the rights, safety, and well-being of older adults.</p> <p>Job Responsibilities may include but are not limited to the following:</p> <p>Legal Assistance Development/Elder Justice and ANE Systems Leadership:</p> <ul> <li>Provide statewide leadership and coordination of legal assistance services in accordance with the Older Americans Act, including fulfillment of Legal Assistance Developer responsibilities. </li><li>Ensure compliance with Title III and Title VII requirements, including integration of legal assistance and elder rights priorities into the State Plan and related corrective action activities. </li><li>Provide technical assistance and guidance to Area Agencies on Aging and legal providers to strengthen targeting, service quality, and regulatory compliance. </li><li>Provide strategic leadership for statewide initiatives addressing elder abuse, neglect, and exploitation, with emphasis on older adults served through Older Americans Act programs. </li><li>Represent the Commission on statewide, cross-agency workgroups and partnerships focused on elder justice and abuse prevention. </li><li>Collaborate with Adult Protective Services, the Attorney General's Office, and other partners to strengthen coordination, response, and prevention efforts. </li><li>Monitor emerging research, best practices, and trends in elder justice and fraud prevention to inform policy and program development. </li><li>Support development of funding opportunities and strategic initiatives that enhance elder justice capacity and impact. </li></ul> <p>Senior Medicare Patrol Program Management:</p> <ul> <li>Provide statewide administration and oversight of the Senior Medicare Patrol program in accordance with federal grant requirements and applicable policies. </li><li>Provide leadership, training, and technical assistance to subgrantees to ensure effective implementation, performance accountability, and compliance with program standards. </li><li>Monitor program performance, review reports and metrics, and implement quality assurance processes to support continuous improvement. </li><li>Develop and maintain program policies, procedures, and guidance, including the SMP Coordinator Handbook. </li><li>Lead statewide meetings, trainings, and outreach efforts to promote program awareness and strengthen stakeholder collaboration. </li><li>Ensure timely and accurate reporting and documentation required for grant compliance. </li></ul> <p>Collaboration and Strategic Initiatives:</p> <ul> <li>Collaborate closely with internal leadership, including the Director of Aging Services and the Director of Medicare Programs, to ensure alignment of elder justice, legal assistance, and Medicare initiatives. </li><li>Promote a coordinated approach across programs and partners to reduce duplication, strengthen communication, and improve service delivery. </li><li>Provide subject matter expertise and policy analysis to support leadership decision-making related to elder justice and fraud prevention. </li></ul> <p>Qualifications</p> <p>Required:</p> <ul> <li>Five years of progressively responsible professional experience in elder justice, legal services, adult protective services, fraud prevention, regulatory compliance, public administration, or a closely related field. </li><li>Experience interpreting and applying federal or state laws, regulations, or program guidance. </li><li>Experience providing oversight, technical assistance, training, or coordination to subrecipients, contractors, or partner organizations. </li><li>Experience developing, implementing, or monitoring policies, procedures, or program performance measures. </li><li>Demonstrated ability to collaborate effectively with multiple agencies, stakeholders, and community partners. </li><li>Strong written and verbal communication skills, including experience presenting to professional audiences or representing an organization in external meetings. </li></ul> <p>Preferred:</p> <ul> <li>Experience with Older Americans Act programs, including Title III or Title VII requirements. </li><li>Experience with Senior Medicare Patrol, Medicare fraud prevention, or elder abuse and neglect initiatives. </li><li>Experience working with Adult Protective Services, Attorney General offices, or law enforcement partners. </li><li>Active professional licensure or certification relevant to the position, such as attorney licensure in good standing, licensed social worker credential, Certified Fraud Examiner designation, or other recognized certification related to elder justice, Medicare, compliance, investigations, or grants management. </li></ul>
