As we continue to make strides to becoming the employer of choice, we are thrilled about the below employee benefit enhancements:</p> <ul> <li>Virginia Retirement System (VRS) </li><li>Language Incentive </li><li>Referral Bonus </li><li>Tuition Assistance Program </li></ul> <p>Description</p> <p>The City of Richmond, Department of Public Utilities, is seeking a Laboratory Supervisor to supervise technical staff involved in laboratory analysis of water and wastewater sampling, and/or supervises data quality assurance and laboratory certification. The Laboratory Supervisor may perform administrative and supervisory duties in the management and coordination of day-to-day operations of the environmental laboratories, providing analytical services to the water, wastewater, and stormwater utilities.</p> <p>Duties include but are not limited to</p> <p>Duties may include but are not limited to:</p> <ul> <li>Supervises professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. </li><li>Plans, organizes, and evaluates laboratory program to support state and federal regulations and other requirements </li><li>Assist Program and Operations Manager in monitoring plant operations through laboratory data and recommends appropriate changes to Utility Plant Superintendent </li><li>Participates in day-to-day development and implementation of laboratory policies and procedures and monitors work activities to ensure compliance </li><li>Ensures compliance with laboratory safety program and that methods used in the laboratory comply with the Environmental Protection Agency rules and regulations </li><li>Handles customer inquiries and complaints </li><li>Maintain and monitors development of new regulations and/or requirements and prepares for applicable changes </li><li>Assist Program and Operations Manager in preparing operations and maintenance budgets and capital improvement plans for laboratory </li><li>Troubleshoots instruments used to determine compliance with established regulations. </li></ul> <p>KNOWLEDGE, SKILLS, AND ABILITIES: TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.</p> <p>Knowledge (some combination of the following):</p> <ul> <li>Considerable knowledge of the principles and practices of environmental analytical laboratory operations </li><li>Laboratory and field monitoring principles, methods, techniques </li><li>Quality assurance procedures </li><li>Environmental Laboratory operations </li><li>EPA rules and regulations, as well as other federal/state/local laws and regulations </li><li>Budgeting ad capital improvement concepts </li></ul> <p>Skills (some combination of the following):</p> <ul> <li>Operating standard laboratory quality control equipment </li><li>Performing field work </li><li>Communicating effectively orally and in writing </li><li>Operating a personal computer and related software and other standard office equipment </li><li>Supervising staff </li><li>Troubleshooting lab instruments </li></ul> <p>Abilities (some combination of the following):</p> <ul> <li>Work with precision and accuracy </li><li>Recording data and maintaining records </li><li>Develop and maintain effective working relationships with internal and external customers </li></ul> <p>Qualifications, Special Certifications and Licenses</p> <p>MINIMUM TRAINING AND EXPERIENCE:</p> <ul> <li>Bachelor's degree from an accredited school in chemistry, natural sciences, environmental science, or related fields. </li><li>Requires four (4) years of experience in a water or wastewater laboratory environment </li><li>An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification. </li></ul> <p>Qualifications, Special Certifications and Licenses</p> <ul> <li>None required </li></ul> <p>PREFERRED EXPERIENCE AND QUALIFICATIONS</p> <ul> <li>Preferably one year of supervisory experience or equivalent. </li></ul> <p>Americans with Disabilities Act Requirements</p> <p>Reasonable accommodations may be made to enable qualified individuals with disabilities to perform the essential functions of the job. Prospective and current employees are invited to discuss accommodations.</p> <p>ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.</p> <p>PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly finger, talk, hear, see, and perform repetitive motions; frequently walk; and occasionally stoop, reach, stand, push, pull, lift, grasp, and feel. The working conditions may contain environmental hazards.
