<p>The Dane County Juvenile Detention Center has a current vacancy for a full time (1.0 FTE) Lead Juvenile Court Worker. This position will work Monday - Friday; 11am - 7pm. Applicants from traditionally underrepresented populations including women, racial and ethnic minorities, and persons with disabilities are especially encouraged to apply.</p> <p>DEFINITION</p> <p>Under general direction of the Juvenile Detention Superintendent to provide security, supervision, guidance, and care to children placed in the Dane County Detention Center in a manner which promotes the development of a sense of social responsibility, improved self-concept, and physical well-being; to serve as shift leader and acting supervisor in the absence of the Program Supervisor; and to do related work as required.</p> <p>EXAMPLES OF DUTIES</p> <p>Serves as a Juvenile Court Worker providing supervision and guidance to children relating to health, hygiene, and social skills; assists in the development of constructive recreation and education programs; provides input in the development of overall program goals and objectives; counsels with individual youths to assist in their development and transition and observes and evaluates behavior on a day-to-day basis; perform admission duties and serve as an information source to local agencies; enforces regulations and disciplinary policies related to the security and operation of the facility and program; conducts room and personal searches and carries out related duties to ensure physical safety and facility security; performs housekeeping and cleaning duties and assists in planning, preparing and serving meals; assists in the maintenance of the facility; provides physical control over disturbed, aggressive or resistive youth in order to maintain a safe and secure environment. </p> <p>Serves as a Shift Leader in ensuring that daily/shift tasks are completed as required; approves discipline of residents in collaboration with Juvenile Court Worker(s); in coordination with medical personnel determines necessity of medical or mental health treatment and arranges transport, serves on-call for emergency situations; provides staff performance information and recommendations to the supervisor; provides behavioral information and assessment to Reception Center that can be relayed as input to court, modified behavior management system as needed to successfully manage youth behavior, serves as back-up to the Superintendent on an immediate and as-needed basis, may make on-site staff scheduling decisions (e.g. due to illness, high population); and oversees and ensures proper receipt, verification, and delivery of medications. Assists Superintendent in making changes/ addition to Policy and Procedures.</p> <p>Provides overall program leadership in one of two areas:</p> <p>(1) Program services, including serves as the liaison to Madison Schools for the school program, reaching out to community-based agencies and providers to develop skill-focused program services to be delivered in Detention, oversight of daily program schedule and coordination of services, developing program resources (books, video, etc.) that other staff can use in implementing specific program activities; and</p> <p>(2) Facility Safety and Security, has knowledge of, and provides program leadership and training in the operation of the electronic security system, (emergency evacuation, doors, lights, and intercoms), the Bosch Video System (viewing live and recorded video, and providing copies of video to appropriate agencies, The Card Access System (coding access card for employees, law enforcement, and Facility Management, the electronic plumbing system. The fire alarm/smoke detector/sprinkler system. Acts as liaison with Facility Management and on-going maintenance oversight Coordinates with DCSO related to safety and support services. </p> <p>Must have any combination of training and experience equivalent to four years of experience working with youth in a secure Juvenile Detention environment. A degree in a human service, counseling, criminal justice, or related field may substitute for one year of experience. Must meet minimum employment standards of a Juvenile Court Worker.</p> <p>Special Requirements:</p> <p>Must have a valid driver's license, or access to reliable personal transportation, or equivalent. Availability to work as required occasionally during nights, weekends, holidays and during special events. For some positions, for bona fide occupational reasons, either male or female gender will be required. The Detention Facility requires that permanent staff must receive state certification as a Detention Officer by completing a 160-hour Detention Officer training course and passing the required tests after hire. Also refer to the "Physical and Environmental Work Requirements" section below.</p> <p>Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. Wisconsin's Fair Employment Law, s. 111.31 - 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the position's responsibilities are substantially related to the applicant's criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check.</p> <p>For Bilingual Positions:</p> <ul> <li>Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.). </li><li>Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job. </li><li>If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/ examinations they currently hold qualify them for the position's bilingual designation. </li></ul> <p>Physical and Environmental Work Requirements:</p> <p>Must be able to work beyond an eight (8)-hour shift. Ability to exert physical effort in moderate work, including lifting, carrying, pushing and pulling, and moving 80 pounds unassisted. Must be able to work varied schedules, including overnight hours, weekends and holidays. Ability to assist in the evacuation of residents using multiple flights of stairs. Potential for exposure to infectious waste, diseases, conditions, etc., including blood borne and air borne pathogens. May be required to wear personal protective equipment, up to and including, an N95 respirator. Must be able to safely and effectively work with verbally and physically aggressive residents. Ability to cope with the mental and emotional stress of the position.</p> <p>JRC is an office environment. ATTA is a 180 day program, and Detention is a temporary 24/7 secure custody program, all within a secure facility. Detention also houses long-term youth who normally would be ordered to the Department of Corrections. Position requires a mixture of standing, sitting and walking indoors in enclosed spaces, including locked areas and a secure perimeter.</p> <p>Ability to work effectively with youth in a residential setting including knowledge of behavior management techniques; ability to respond appropriately to crisis situations and direct the work of team members to resolve the situation; possess leadership ability; ability to work effectively with other Juvenile Court Workers; knowledge and/or ability to learn community resources that can be engaged with youth while in detention; ability to intervene in physical and/or behavior disputes between youth; ability to understand technical requirements of facility safety and operational systems; ability to use computer software and equipment to perform work.</p>
