It also provides traffic-engineering expertise and support to maximize safety and operational efficiency of transportation systems. This unit serves as an expert and focal contact within the region for questions and contractual matters related to irrigation ditches, railroad, and utility issues and provides direction and guidance to private companies and other work units as well as manage and track utility accounts for the Region. </p> <p>About the Position</p> <p>The Utility Service Account Coordinator is responsible for coordinating and ensuring the centralized Region 4 database of utility (electric, gas, water, fiber, phone) accounts is accurate, including set up, tracking, invoicing, and closure. This position provides subject matter expertise on Colorado Revised Statutes C.R.S 43-2-135 Division of authority over streets, coordinating correct responsibility for all utility devices between Local Agencies, contractors, and the providers. The Utility Account Coordinator ensures utility invoices are processed appropriately and performs annual audits, since both the flat rate accounts and metered devices require auditing and reconciliation with the invoices. This position maintains Region 4's database of utility accounts, including designing the new documentation drive, and audits all existing utility accounts, verifies accuracy, performs field visits, documents locations, and pursues negotiations for refunds due to utility overpayment. </p> <p>The Utility Service Account Coordinator acts as the main point of contact for applicable Asset Managers, Project Managers, Contractors, Maintenance Sections, Region Business Office, Local Agencies, Specialty Groups and Service Providers regarding all utility account concerns. </p> <p>Your duties and responsibilities will include, but are not limited to, the following:</p> <p>Utility Accounts</p> <ul> <li>Reviews utility/electrical project designs and verifies correct installation plans, participates in scoping and FIR, and ensures correct and complete utility account transfers at project closure; </li><li>Informs and updates the Utility Account Program Manager at HQ of any updates to the centralized database of utility accounts and verifying the database is updated appropriately; </li><li>Assists with verifications and audits of utility accounts associated with HQ and data provided for accounts; </li><li>Integrates PD 90.1 into the established R4 project delivery process at CDOT and trains R4 project managers in better understanding how to follow the PD in regard to the correct ownership of utility accounts; </li><li>Collaborates with the HQ Utility Coordinator to set best practices and standards for Utility Account Coordinators across CDOT to ensure the Utility Account Matrix is accurate and matches the records the regions are maintaining; </li><li>Supports R4 project managers and engineers in reviewing plans for utility device installation and documents updates to utility accounts; </li><li>Manages and utilizes the central database to verify, locate, and manage all R4 utility assets; </li><li>Responsible for the day-to-day overall management of the region's utility accounts, new, current, and decommissioned; </li><li>Coordinates with utility service providers on opening, modifying, and/or closing accounts; </li><li>Ensures that all utility accounts are tied to the appropriate CDOT asset by working with appropriate maintenance patrols, asset managers, business office personnel, and project managers; </li><li>Facilitates asset managers, project managers, maintenance sections, and Business Office in resolving any discrepancies and updating any of the utility services with the service providers; </li><li>Manages the mapping process of all Region 4 utilities and assets, which includes dispatching GIS locators, examining and documenting asset locations, and verifying all entries into the mapping system. </li></ul> <p>Utility Account Invoicing, Reporting and Annual Validation</p> <ul> <li>Works with the Business Office to process invoices through the procedures defined by DAF; </li><li>Reviews all negotiated credits and repayment from vendors with the Business office to determine proper reallocation of recovered funds; </li><li>Analyzes billing and invoices in coordination with the Business Office to identify, research, and resolve abnormal billed amounts; </li><li>Identifies the utility account within the centralized database of utility accounts. If the account is not documented in the centralized database, work with the asset managers, project managers, maintenance sections, business office and service providers to determine if the invoice is legitimate; </li><li>Works with vendors to correct billing errors and negotiates potential repayments; </li><li>Supports managers with reporting of utility service spending; </li><li>Audits and verifies the centralized database of utility accounts (at least once per fiscal year); </li><li>Ensures accuracy of centralized database of utility accounts, and that decommissioned and temporary accounts are closed; </li><li>Verifies that there is no duplication in billing for utility services by conducting an annual validation of all utility accounts; </li><li>Coordinates review of all existing utility accounts with the appropriate Asset Managers, Maintenance Sections, Business Offices and Service Providers to ensure the accuracy of the utility account data. </li></ul> <p>Utility Verification and Audit Process</p> <ul> <li>Conducts field verifications of utility services to verify new, existing, or decommissioned assets; </li><li>Implements and manages the historical energy audit, reviewing incorrect flat rate asset billing in conjunction with metered billing going back to devices; </li><li>Audits all utilities activated by project managers, engineers, and contractors for compliance with regulations, statutes, and project plans </li><li>Ensures that all utility installations have received the proper Department of Regulatory Agencies (DORA) inspection and certification prior to project closure; </li><li>Coordinates annual audits of all Region 4 utility accounts and the centralized utility database per PD 90.1.; </li><li>Works collaboratively with vendors and internal stakeholders to methodically audit accounts; </li><li>Works collaboratively with projects in design and construction to monitor and track utility accounts in the appropriate and compliant practices as set forth by PD 90.1; </li><li>Resolves all audit discrepancies and coordinates with Asset Managers, Project Managers, Maintenance Sections, and Business Offices to update and necessary services or billing; </li><li>Other job duties as assigned. </li></ul> <p>Division of Authority Coordination and Education </p> <ul> <li>Provides subject matter expertise on Colorado Revised Statutes C.R.S 43-2-135 Division of Authority Over Streets in regard to utility assets and their billing; </li><li>Arranges and facilitates meetings between CDOT, utility providers, contractors, and local agencies as needed to resolve utility responsibility disputes; </li><li>Researches plan designs, scoping documents, specifications, and mapping tools to prove or justify utility designation; </li><li>Educates, advises, and coordinates with ROW, Permits, and outside Local Agencies on the statute and assists in correcting utility device designation; </li></ul> <p>Work Environment: </p> <ul> <li>Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met. </li><li>Work is anticipated to be approximately 95% at Region 4 and 5% at CDOT Headquarters (2829 W. Howard Place). </li><li>Travel to conduct site investigations (to verify utilities infrastructure), meetings within Region 4 and training, </li></ul> <p>Experience Only: </p> <p>Must total 7 years and include the following:</p> <ul> <li>4 years of experience in accounting, business administration, public administration, finance, management or another area closely related to the major job duties </li><li>AND least 3 years of experience with a primary focus in utilities, accounting, business, and/or financial operations. </li></ul> <p>Combination of Education and Experience: </p> <p>A combination of education and experience that totals at least 7 years</p> <ul> <li>Education from an accredited college or university in accounting, business administration, public administration, finance, management or another field of study closely related to the job duties will be considered. </li><li>3 years of full-time professional work experience with a primary focus in utilities, accounting, business and/or financial operations will be considered. </li></ul> <p>Please Note: The required experience must be substantiated within the work experience section of your application.
