This position supports the management of financial operations related to contracting private providers and local Head Start agencies, including budget oversight, expenditure monitoring, compliance tracking, and fiscal training. The specialist collaborates closely with the Director of Early Childhood Education & Grants, the Business Administrator's Office, and preschool providers to ensure efficient, accurate, and transparent financial management.</p> <p>PERFORMANCE RESPONSIBILITIES</p> <p>In alignment with N.J.A.C. 6A:13A-4.5 and district needs, the Fiscal Specialist - PEA will:</p> <ol> <li>Fiscal Monitoring & Compliance </li></ol> <ul> <li>Monitor each contracting private provider and/or local Head Start agency for compliance with the preschool program contract </li><li>Review each private provider's one-year budget planning worksheet </li><li>Review financial records to ensure expenditures align with approved budgets, State regulations, and Early Childhood Guidelines </li><li>Review monthly enrollment submitted by providers and make appropriate adjustments based on Early Childhood Guidelines </li><li>Ensure preschool funds are spent according to N.J.A.C. 6A:13A and that private providers' fiscal practices are sound </li><li>Conduct site-based fiscal reviews as needed </li></ul> <ol start="2"> <li>Certification Tracking & Reporting </li></ol> <ul> <li>Track preschool teacher certification information for all providers </li><li>Prepare and submit required certification reports to the NJDOE in a timely manner </li></ul> <ol start="3"> <li>Budget Oversight & Reporting </li></ol> <ul> <li>Provide financial management assistance to contracting private providers and local Head Start agencies in developing, finalizing, and monitoring their annual budgets </li><li>Review providers' quarterly expenditure reports in accordance with approved budgets and make appropriate adjustments as needed </li><li>Manage and generate fiscal data reports as needed regarding preschool-contracted compliance areas and student enrollment for district and NJDOE requirements </li><li>Provide the district with quarterly expenditure summary schedules after expense review </li><li>Provide the district with monthly enrollment schedules </li><li>Maintain detailed fiscal records for all PEA contracts and transactions </li><li>Assist providers with budget transfers when applicable </li><li>Work collaboratively with the Business Administrator's Office to ensure proper accounting procedures </li></ul> <ol start="4"> <li>Provider Support, Training & Technical Assistance </li></ol> <ul> <li>Offer guidance on allowable expenditures, fiscal documentation, and reporting requirements </li><li>Offer virtual fiscal training on relevant topics to providers </li><li>Offer virtual budget training to providers </li><li>Assist providers with developing fiscal documents for internal program use </li></ul> <ol start="5"> <li>Corrective Action Plan Support </li></ol> <ul> <li>Collaborate with providers to develop corrective action plans in response to audit findings and/or limited review examinations </li><li>Provide follow-up to ensure corrective actions are implemented and documented </li></ul> <ol start="6"> <li>Collaboration & Communication </li></ol> <ul> <li>Work closely with the Director of Early Childhood Education and Grants to ensure fiscal operations support program goals </li><li>Serve as a liaison between the district, providers, and NJDOE on fiscal matters </li><li>Attend required trainings, workshops, and meetings as directed </li></ul> <p>TERMS OF</p> <p>EMPLOYMENT: Part-time (.6 FTE) - 24 hours per week; Schedule to be determined by the Director of Early Childhood Education & Grants in collaboration with the Business Administrator</p> <p>SALARY: $58,670</p> <p>EVALUATION: Performance will be evaluated annually by the Director of Early Childhood Education & Grants in accordance with Board policy and NJDOE regulations</p> <p>ESTABLISHED: 8//20/2025</p> <p>The Montclair Public School District encourages people with disabilities, minorities, veterans and women to apply.
