<p>Join DOTD's Budget Section - Administrative Program Specialist Opportunity</p> <p>The Louisiana Department of Transportation and Development (DOTD) is seeking a highly experienced Administrative Program Specialist B to support executive-level budget operations and oversee critical administrative and financial functions within the Budget Sections.</p> <p>This role serves as a vital business and financial assistant to the Executive Budget function and operates in a complex, high-impact environment where accuracy, accountability, and sound judgment are essential. The work performed directly supports executive leadership, legislative coordination, and statewide budget compliance. The incumbent functions as the lead specialist for two of DOTD's seven core programs.</p> <p>DOTD is one of Louisiana's largest state agencies, with a workforce of over 4,300 employees and an annual budget of approximately $3.2 billion, including $2.5 billion in Capital Outlay funding. The Budget Section is responsible for directing all budget activity across the Department and preparing DOTD's Recommended Executive Budget Request for Operating and Capital Outlay programs.</p> <p>What We Are Looking For</p> <p>We are seeking a highly organized and analytical professional who can independently manage executive-level budgets and administrative responsibilities in a fast-paced environment. Successful candidates are detail-oriented, dependable, and capable of working independently while balancing multiple priorities and maintaining compliance with state laws, Civil Service rules, and DOTD policies.</p> <p>AN IDEAL CANDIDATE SHOULD POSESS THE FOLLOWING COMPETENCIES:</p> <ul> <li>Demonstrating Accountability: The ability to take ownership of actions, behaviors, performance, decisions, and outcomes. </li><li>Making Accurate Judgments: The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning. </li><li>Managing Resources: The ability to manage financial, physical, and contractual resources to ensure compliance and maximize business value. </li></ul> <p>Please visit our DOTD Career Center for more information about our agency:</p> <p>https://dotd.la.gov/about/office-of-management-and-finance/human-resources/career-center/</p> <p>Four years of experience in administrative services; OR</p> <p>Six years of full-time work experience in any field plus one year of experience in administrative services; OR</p> <p>A bachelor's degree plus one year of experience in administrative services; OR</p> <p>An advanced degree.</p> <p>EXPERIENCE SUBSTITUTION:</p> <p>Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>Job Duties:</p> <ul> <li>Independently manage operating budgets for assigned executive offices, including monitoring, forecasting, and reporting of expenditures and revenues. </li><li>Analyze and evaluate budget data and requests using the LaGov ERP financial system, including ECC, SRM, and Data Warehouse modules. </li><li>Review budget documentation to ensure appropriate funding sources, accuracy, and compliance with budgetary requirements. </li><li>Monitor program and project expenditures, assess financial trends, and recommend corrective actions as needed. </li><li>Coordinate budget-related meetings, reporting, and data processing activities for supported offices. </li><li>Track departmental bills and fiscal notes throughout the state legislative process. </li><li>Manage invoice purchasing, travel expenses, training purchases, and reimbursement documentation. </li><li>Maintain administrative records, document management systems, and standard operating procedures for the Budget Section. </li></ul> <p>Position-Specific Details:</p> <p>Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.</p> <p>Compensation: Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy.
