<p>Title: Senior Digital Accessibility Specialist</p> <p>Mode: Contract</p> <p>Location: Philadelphia, PA(Hybrid)</p> <p>Summary:</p> <p>A public sector client of ours in Philadelphia, PA is looking for a Senior Accessibility Specialist for a 12-month contract that is likely to extend. This is a hybrid role supporting them in their Philadelphia office with 2-3 days required onsite.</p> <p>The Senior Accessibility Specialist serves as the lead technical and strategic resource responsible for designing, implementing, and institutionalizing the client's digital accessibility program across websites and content creation pipelines. This role ensures that accessibility is embedded across the full lifecycle of digital products and services.</p> <p>During the first six months (37.5 hours per week), the specialist assesses the organization's current digital accessibility posture, develops an enterprise accessibility framework and roadmap, establishes testing and remediation workflows, and integrates accessibility practices into procurement, design, and development processes.</p> <p>During the subsequent six months, the role transitions into an advisory and sustainment capacity, providing ongoing guidance, training, quality assurance reviews, and program maturation to ensure long-term sustainability of accessibility initiatives. The specialist collaborates closely with Digital Services teams, departmental stakeholders, and vendor partners to ensure alignment with accessibility standards and governance.</p> <p>Key Responsibilities:</p> <ul> <li>Assess digital properties (websites, applications, PDFs, forms, kiosks) for compliance with WCAG 2.1 AA standards. </li><li>Develop and implement enterprise accessibility frameworks, governance models, and strategic roadmaps. </li><li>Establish and standardize procedures for digital document creation and publishing. </li><li>Design and implement automated and manual accessibility validation workflows, including tool selection and CI/CD integration. </li><li>Embed accessibility checkpoints into design, development, procurement, and quality assurance processes. </li><li>Provide ongoing advisory support, training, and quality assurance reviews to internal teams and stakeholders. </li><li>Collaborate with internal teams and external vendors to ensure accessibility compliance across all digital services. </li></ul> <p>NOTE: Candidates who do NOT meet the minimum requirements will not be considered for this opportunity.</p> <p>Required Qualifications:</p> <ul> <li>Minimum 5 years of professional experience in digital accessibility, including hands-on auditing, remediation, and program development. </li><li>Deep expertise in WCAG 2.1 AA / AAA, Section 508, ADA Title II, and assistive technology (screen readers, magnifiers, voice input, switch devices). </li><li>Demonstrated experience designing and implementing enterprise accessibility governance frameworks, policies, and testing processes. </li><li>Proficiency with accessibility testing tools (e.g., axe, JAWS, NVDA) and experience integrating automated accessibility checks into CI/CD pipelines. </li></ul> <p>Preferred Qualifications</p> <ul> <li>Experience working in or with government agencies, particularly on large-scale digital transformation or accessibility compliance initiatives. </li><li>Experience with Mobile App accessibility testing </li><li>Familiarity with content management systems (e.g. WordPress) and common government technology platforms, with an understanding of how to embed accessibility into CMS workflows. </li><li>IAAP certification (CPAC, CPWA, CPACC, or WAS) or equivalent professional credential. </li><li>Experience with inclusive design methodologies, user research with people with disabilities, and plain-language content strategy. </li></ul>
