This will include, but not be limited to, conducting legal research, drafting, reviewing and negotiating contracts, agreements and other legal documents and representing the County in litigation.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <p>For County Counselor</p> <ul> <li>Assists and provides moderately complex legal research, advice and legal opinions regarding civil, legislative, and municipal matters for the County. </li><li>Represents the County in civil matters, matters under the Administrative Procedure Act, civil litigation, mental health cases, cases sent through the Jefferson County Municipal Court and all appeals to the Circuit Court. </li><li>Performs legal work necessary on Sunshine Law matters for the County </li><li>Attends court appearances, handles subpoenas, depositions, document requests and discovery. </li><li>Prepares and takes cases to trial, to include but not limited to examination and cross-examination of witnesses, issuing subpoenas, exercises discretion as to how evidence and arguments are presented, files pre-trial and post-trial court motions and litigates appeals. </li><li>Drafts, prepares and reviews correspondence with opposing counsel </li><li>Attend County Council Meetings, Municipal Court dockets and meetings of Boards and Commissions in the evenings or during the workday. </li><li>Reviews and drafts contracts, ordinances, bills, resolutions, motions, deeds, pleadings, memoranda, briefs, discovery documents and other legal documents. </li><li>Research moderately complex points of law involving local, state and federal legislation. </li><li>Prepares legal briefs and memorandums of law. </li><li>Prepares and files municipal ordinance violation proceedings. </li><li>Performs work at assigned location during specified business hours. </li><li>Performs general office duties, including copying, scanning, printing, and filing </li><li>Performs related additional duties as required and assigned. </li></ul> <p>Position Attorney II Position Requirements</p> <p>QUALIFICATIONS</p> <p>Education and Experience:</p> <ul> <li>Juris Doctorate from an accredited school of law; </li><li>Three (3) to Five (5) years of legal experience; or </li><li>Equivalent combination of education and experience. </li></ul> <p>Licenses or Certificates:</p> <ul> <li>Admission to the bar of the State of Missouri; </li><li>Must possess a valid State Driver's license. </li></ul> <p>Special Requirements:</p> <ul> <li>May require early morning or late evening hours. </li></ul> <p>Knowledge, Skills and Abilities Required:</p> <ul> <li>Knowledge of civil and criminal procedures. </li><li>Knowledge of legal terminology, forms, documents, procedures, and practices involved in composing, processing, and filing a variety of legal documents and reports. </li><li>Knowledge of legal references and their contents. </li><li>Knowledge of the methods of legal research. </li><li>Knowledge of English composition and office management techniques. </li><li>Ability to communicate clearly and concisely, orally and in writing. </li><li>Ability to gather, organize, and analyze data. </li><li>Ability to establish and maintain cooperative relationships with professional staff and the public in situations requiring tact, diplomacy, and poise. </li><li>Ability to read, interpret and apply laws, rules, and regulations. </li><li>Ability to do legal work. </li><li>Ability to operate computers with relevant software and word processing equipment. </li><li>Ability to type a variety of correspondence. </li><li>Ability to multi-task and make quick decisions. </li></ul> <p>PHYSICAL DEMANDS</p> <p>The work is light and requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires mental and visual acuity, speaking, balancing, feeling; picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand; grasping; picking, holding or otherwise working with the whole hand; hearing, kneeling, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, and walking.</p> <p>WORK ENVIRONMENT</p> <p>The work is performed indoors in an office environment with low to moderate noise level.
