<p>ELECTIONS SPECIALIST</p> <p>GENERAL SUMMARY</p> <p>The purpose of this job is to assist with the implementation and enforcement of Michigan election laws while supporting all election operations for the county. The position provides information and guidance to elected officials, candidates, local clerks, and the public regarding election procedures, filing requirements, deadlines, and results. It reviews and processes candidate filings, ballot proposals, and campaign finance documentation to ensure compliance with statutory requirements and maintain accurate public records. The role also assists with planning and conducting local, state, and federal elections by preparing required legal notices, coordinating ballot proofing, managing election supplies and voting equipment, and implementing web-based election initiatives. Additionally, it responds to public inquiries and FOIA requests, maintains the countywide voter list, and provides backup support for the Elections Manager and Coordinator as needed.</p> <p>ESSENTIAL DUTIES & RESPONSIBILITIES</p> <ul> <li>Supports all elections operations for the county. Assists candidates for public office with understanding substantive and procedural requirements for filing as a candidate for elected office, including campaign finance reporting requirements. </li><li>Provides information and assistance to local clerks and the public regarding appropriate election procedures, filing deadlines, and election results for all elections held within Kalamazoo County. </li><li>Receives and reviews candidate filing affidavits and processes the associated filing fees or petition signatures. Receives and reviews ballot proposal language. Ensure that all filings meet statutory requirements. Appropriately file all documents and make them available to the public. Assists with ballot proofing, provides proof ballots to local jurisdictions and school districts, and coordinates the mailing of proof ballots to all candidates who appear on the ballot. </li><li>Assists the Elections Manager and Coordinator - Elections in training candidates and treasurers in campaign finance laws, collecting filing fees, and investigating election and campaign finance violations. Assists with training election workers. </li><li>Assists with developing, designing, and implementing plans for scheduled local, state, and federal elections in accordance with Michigan election law. Prepares all legal Notices of Registration and Notices of Election and Public Testing and ensures timely posting of these notices in compliance with State and Federal regulations. Orders and prepares all precinct election supplies and operating supplies for voting equipment. Assists with the distribution of all ballots, supplies, and materials to local jurisdictions. </li><li>Assists with the preparation of unscheduled election events, including possible recounts, recalls, and local initiatives. Provides backup and assistance for post-election audits, election commission meetings, and other elections-related duties. Monitors and creates content for social media, including responding to customer inquiries and the public </li><li>Receives and responds to requests for information and Freedom of Information Act requests from local candidates and the public. Responsible for maintaining the countywide voter list, including monitoring the death records and voter cancellation notices to local clerks in the Qualified Voter File (QVF) </li><li>Assists the Elections Manager and Coordinator - Elections with requests for bids for the printing of ballots and purchasing of other election supplies and materials. Prepares invoices to local jurisdictions and school districts for the costs associated with managing the election process. Assists with the management of voting equipment and other county assets related to the conduct of elections. </li><li>Serves as backup to the Elections Manager for ballot production, software programming, and election hardware setup. Assists with ballot proofing and layout. Assists with loading election media and tabulation equipment programming </li><li>Perform other duties as assigned. </li></ul> <p>MINIMUM QUALIFICATIONS</p> <p>Required Education and Experience</p> <ul> <li>Bachelor's degree from an accredited college or university in social science, political science, business, or accounting. </li><li>At least 1-3 years of related work experience, such as working in an office environment. 1-2 years of election experience, preferred. </li><li>Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities </li></ul> <p>Required Licenses or Certifications</p> <ul> <li>Election Administrator Accreditation through the Michigan Bureau of Elections within 3 months of hire </li><li>Qualified Voter File Complete Access Training within 6 months of hire </li><li>Valid Michigan Driver's License </li><li>Notary Public Commission within 6 months of hire </li><li>Must be free of felony convictions and applicable misdemeanors. </li></ul> <p>VETERANS are encouraged to apply.
