Administrative Building</p> <p>  Additional Information: Show/Hide</p> <p>PURPOSE</p> <p>Under the direction of the Superintendent, coordinates and supervises the activities of the units responsible for the business and financial affairs of the district including Budget and Finance, Child Nutrition, Facilities, Purchasing, and Transportation; serves as technical expert and adviser to the Superintendent on the district's needs, difficulties, and opportunities related to business, finance, property, and material; directs and coordinates the preparation of the district's annual budget for approval and adoption by the Board of Education members; oversees short- and long-term planning and evaluation of the business and financial affairs of the district; and performs a variety of other duties relative to assigned area of responsibility.</p> <p>QUALIFICATIONS</p> <ul> <li>Hold bachelor's degree from an accredited college or university </li><li>Hold a New Jersey School Business Administrator Certificate </li><li>Have a minimum of five years of successful experience in school administration with at least three years of experience in Business Administration </li><li>Demonstrate excellent organizational skills and the ability to motivate people </li><li>Exhibit a personality that demonstrates enthusiasm and interpersonal skills to relate well with staff, administration, and the community. </li><li>Demonstrate the ability to communicate effectively in English, both orally and in writing, using proper grammar and vocabulary </li><li>Demonstrate the ability to use electronic equipment for word processing, data management information retrieval, visual and audio presentations, and telecommunications. </li><li>Have excellent integrity and demonstrate good moral character and initiative </li></ul> <p>REPORTS TO: Superintendent of Schools</p> <p>SUPERVISES: Business Office Staff, Buildings and Grounds Staff, Transportation Staff, and Food Service Staff</p> <p>RESPONSIBILITIES</p> <ul> <li>Supervise the preparation of all payrolls, the general ledger, and budget status reports. </li><li>Supervise the preparation of all financial statements and reports in accordance with Board policies and State and Federal regulations including student activity and cafeteria records. </li><li>Prepare the annual district budget under the direction of the Superintendent and in conjunction with the Assistant Superintendent for Curriculum and Instruction and district principals. </li><li>Advise the Superintendent on all matters pertaining to use of district resources. </li><li>Approve and account for all purchases. </li><li>Supervise the buildings and grounds and transportation programs to assure that quality of services is maintained and all compliance requirements are met. </li><li>Recommend and administer all insurance programs authorized by the Board. </li><li>Supervise the performance of all personnel and all contractors in the areas of buildings and grounds, food services, purchasing and transportation. </li><li>Recommend personnel in his/her area of responsibility for employment, promotion, discipline or dismissal. </li><li>Oversee the preparation of all bids and quotes for goods and services as prescribed by law. </li><li>Oversee the distribution of supplies and materials. </li><li>Participate in the negotiations process by preparing financial support documentation for all units and by recommending contractual changes in the areas of his/her responsibility. </li><li>Recommend measures, which will enable the district to function more efficiently and which will conserve resources. </li><li>Attend all meetings of the Board as directed by the Superintendent. </li><li>Supervise an annual inventory of district property and equipment. </li><li>Complete required documentation to ensure that the district receives State and Federal aid commensurate with law. </li><li>Develop budget guidelines, coordinate preparation of the budget, and assist key administrators in review of the budget. </li><li>Prepare an analysis of budget requests and program proposals. </li><li>Arrange for and supervises preparation, publication, and distribution of budgets as approved by the Superintendent. </li><li>Assist in the execution of the enacted budget, including the recommendation of administration controls where required. </li><li>Take the lead in developing improvements in the financial management of the school system, including budget methods, format, and presentation. </li><li>Prepare analysis of program costs and methods of financing, including long-range projections of requirements. </li><li>Work with community organizations and citizens in interpreting the financial needs and impact of the school system by providing program and financial data and analysis, through personal appearance, as appropriate. </li><li>Coordinate, process, and control transfers of budgeted funds as requested by program administrators. </li><li>Supervise the management of the financial affairs of the schools. </li><li>Assume responsibility for budget development and long-range financial planning. </li><li>Establish and supervise a program of accounting adequate to record in detail all money and credit transactions. </li><li>Supervise all accounting operations. </li><li>Supervise the collection, safekeeping, and distribution of all funds. </li><li>Manage the district's real estate and insurance programs. </li><li>Supervise the district's supporting services, for example, property services, transportation, purchasing, food services, and business services. </li><li>Administer a budget control system for the district. </li><li>Act as adviser to the Superintendent on all questions relating to the business and financial affairs of the district. </li><li>Arrange for the internal auditing of school accounts. </li><li>Direct the business affairs of the district, including the areas of facility, grounds and building operations. </li><li>Oversee the management of all facilities, including negotiating and supervising contractors regarding construction and major repairs to district facilities and buildings. </li><li>Advise and direct buildings and grounds, transportation and food services supervisors in matters of organization, budgeting, and planning. </li><li>Supervise the district's insurance programs. </li><li>Display the highest ethical and professional behavior and standards when working with students, parents, school personnel, and agencies associated with the school. </li><li>Serve as a role model for students, dressing professionally, and demonstrating the importance and relevance of learning, accepting responsibility, and pride in the education profession. </li><li>Use effective presentation skills when addressing students, staff, parents, and the community, including appropriate vocabulary and examples, clear and legible visuals, and articulate and audible speech. </li><li>Perform such other tasks and assumes such other responsibilities as may from time to time be assigned by the Superintendent. </li></ul> <p>TERM OF EMPLOYMENT: Twelve (12) Month Tenure Track, Non-Affiliated Position</p> <p>SALARY & BENEFITS: Salary is negotiable, with an anticipated range of $125,000 - $150,000, commensurate with experience and qualifications. Medical, dental, and Rx benefits are offered. Employees will contribute an amount toward health benefit premiums in accordance with an established table.
