<p>The City of Raleigh is seeking a Planning Supervisor devoted to professional support of municipal planning for strategic planning, comprehensive planning, land use, community development, parks, and operational planning. Incumbents provide professional work overseeing an assigned program, unit or function of planning and provide supervision to a minimum of two or more full-time professional level employees. Incumbents supervise professional, paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.</p> <p>This Planning Supervisor has leadership and mentorship roles across the entire Comprehensive Planning Team, with direct supervision of half the team. The team is responsible for the daily management of the Comprehensive Plan, rezoning, annexation, demographics, and special projects. Current initiatives include developing Reflecting Raleigh: The Next Comprehensive Plan, Western and Southern Station Area Planning for Bus Rapid Transit, and Growth and Annexation policy development. </p> <p>The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.</p> <ul> <li> <p>Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures</p> </li><li> <p>Provides oversight and direction of the Annexation program including managing voluntary petition annexations, tracking and maintaining interjurisdictional agreements, and formulating and implementing annexation policies for growth and development</p> </li><li> <p>Reflecting Raleigh, the project to create Raleigh's next comprehensive plan, is underway in Phase II of a 2.5-year process. The Planning Supervisor will serve as the annexation and growth management lead for this project and provide other support as needed</p> </li><li> <p>The Planning Supervisor will be the team's Subject Matter Expert for community engagement including researching and implementing technology and techniques, cultivating and maintaining stakeholder and community group relationships</p> </li><li> <p>The Planning Supervisor will be the team's Subject Matter Expert for data and demographics metrics: identifying and reporting trends, patterns, and changes, researching and implementing best methods and platforms</p> </li><li> <p>Develops and implements strategic plans, objectives, policies and operating procedures; performs related research and analysis; measures and evaluates operational effectiveness and provides recommendations for program or service enhancements</p> </li><li> <p>Provides project/program management; attends meetings; coordinates and collaborates with City departments and stakeholders; monitors and maintains timelines, work plans, project budget and resource allocation; facilitates communications; provides performance measurement and status updates</p> </li><li> <p>Provides technical assistance to City departments and divisions, council appointed Boards and Commissions and to neighborhood groups</p> </li><li> <p>Prepares and delivers presentations to City Council, appointed Boards and Commissions and community groups</p> </li><li> <p>Develops and implements communication strategy; responds to requests for information; prepares, oversees, presents and/or disseminates reports, correspondence, outreach communication materials, online resources and information in support of assigned program or function</p> </li><li> <p>Participates in the development and management of assigned budget; prepares proposal requests; evaluates and procures supplies, equipment and materials; monitors effective and appropriate use of funding</p> </li><li> <p>Performs other duties of a similar nature and level as assigned</p> </li></ul> <p>Education and Experience:</p> <p>Bachelor's Degree in Planning, Urban Planning, Public Administration, or related field;
