This role will oversee all technical workstreams including system architecture, interoperability, interface development, device integration, infrastructure readiness, and cutover planning. The Technical Lead will collaborate closely with clinical, operational, and vendor teams to ensure the successful deployment of Oracle Health Millennium and RevElate platforms across state/federal health systems, correctional health facilities, and affiliated sites.</p> <p>Key Responsibilities:</p> <p>Architecture and Infrastructure</p> <ul> <li> <p>Lead the technical workstream for the full lifecycle of Oracle Health Millennium and RevElate implementations.</p> </li><li> <p>Architect and deploy a robust Enterprise Master Patient Index (EMPI), including vendor integration, match criteria design, and data migration strategy.</p> </li><li> <p>Design and validate hybrid hosting models using Oracle Cloud Infrastructure (OCI) alongside on-premises data centers.</p> </li><li> <p>Ensure compliance with Commonwealth cybersecurity policies, including endpoint patching, VPN/Citrix access, and MFA/SSO integration.</p> </li><li> <p>Coordinate with Oracle Health Cloud Operations to validate OCI configurations, performance benchmarks, and disaster recovery protocols.</p> </li></ul> <p>Interoperability and Integration</p> <ul> <li> <p>Oversee integration of HL7 v2, HL7 FHIR, SMART on FHIR, and TEFCA-compliant interfaces.</p> </li><li> <p>Manage interface development using Corepoint, Cloverleaf, Rhapsody, and Oracle Integration Services.</p> </li><li> <p>Lead interface governance, including lifecycle management, vendor coordination, and version control.</p> </li><li> <p>Develop and maintain a centralized interface registry with structured logging, monitoring dashboards, and alerting mechanisms.</p> </li><li> <p>Ensure seamless integration with state-wide HIEs, including MIIS, regional exchanges, and external labs.</p> </li></ul> <p>Device and Network Readiness</p> <ul> <li> <p>Direct end-user device selection, deployment, and testing across diverse facility types.</p> </li><li> <p>Conduct physical device walkthroughs and network evaluations using tools such as SCCM, Lansweeper, Ekahau, and SolarWinds.</p> </li><li> <p>Validate bedside medical device integration (BMDI) using HL7 and CareAware iBus.</p> </li><li> <p>Manage wireless topology redesign, RF scans, and VLAN segregation to support WOWs and mobile clinical apps.</p> </li><li> <p>Ensure ergonomic and security compliance for all deployed devices.</p> </li></ul> <p>Cutover and Data Migration</p> <ul> <li> <p>Lead structured cutover planning, including mock cutovers, dress rehearsals, and go-live command center operations.</p> </li><li> <p>Oversee demographic and clinical data migration from multiple MEDITECH instances and ancillary systems.</p> </li><li> <p>Develop catch-up file schedules, validation protocols, and rollback procedures.</p> </li><li> <p>Coordinate MPI backloading, data harmonization, and legacy system reconciliation.</p> </li><li> <p>Validate data accuracy through targeted queries, application-level reviews, and clinical acceptance testing.</p> </li></ul> <p>Governance and Stakeholder Engagement</p> <ul> <li> <p>Serve as the primary technical liaison to Oracle Health, client leadership, and third-party vendors.</p> </li><li> <p>Participate in Change Control Committee (CCC) and Steering Committee meetings to evaluate technical impacts of scope changes.</p> </li><li> <p>Provide executive-level reporting on technical readiness, risk posture, and milestone progress.</p> </li><li> <p>Support structured governance models for interface ownership, device lifecycle, and infrastructure sustainment.</p> </li></ul> <p>What You Will Need:</p> <ul> <li> <p>Bachelors degree</p> </li><li> <p>8+ years of experience in large-scale EHR implementations, including at least 3 Oracle Health (Cerner) projects.</p> </li><li> <p>Proven experience with Oracle Health Millennium and RevElate platforms.</p> </li><li> <p>Demonstrated success in EMPI design and deployment, including external vendor coordination and internal match queue strategies.</p> </li><li> <p>Deep expertise in HL7/FHIR standards, interface engines (e.g., Cloverleaf, Rhapsody), and device integration (e.g., CareAware iBus).</p> </li><li> <p>Experience integrating and transitioning from MEDITECH environments, including interface reconciliation and data harmonization.</p> </li><li> <p>Strong understanding of pharmacy operations, including centralized distribution centers and PharmNet workflows.</p> </li><li> <p>Familiarity with behavioral health and long-term care workflows and regulatory requirements.</p> </li><li> <p>Experience with hybrid cloud environments (preferably Oracle Cloud Infrastructure) and enterprise architecture.</p> </li><li> <p>Excellent communication and stakeholder engagement skills.</p> </li></ul> <p>What Would Be Nice To Have:</p> <ul> <li> <p>Deep experience with Oracle Health (Cerner), MEDITECH, and other EHR platforms across complex, multi-entity implementations.</p> </li><li> <p>Proven success in leading cutover planning, mock go-lives, and dress rehearsals in heterogeneous environments.</p> </li><li> <p>Experience with device walkthroughs, network readiness assessments, and clinical validation of bedside medical devices.</p> </li><li> <p>Familiarity with state-operated pharmacy services, correctional health, and behavioral health workflows.</p> </li><li> <p>Certifications in PMP, HIMSS, or relevant technical domains.</p> </li></ul>
