<p>Location: Washington, DC Clearance: Secret clearance (active ideal; must be a US Citizen) Summary: The individual will serve as a Senior Program Resources Analyst within Space Communications and Navigations (SCaN) at NASA HQ. The position will support the areas of budget planning, formulation, and execution. This is a great opportunity to support a dynamic office at the forefront of Agency initiatives. Responsibilities:</p> <ul> <li>Provide accurate estimates for the cost of a project by analyzing and collecting information about labor, materials, and schedule. </li><li>Identifying gaps in budget process and creating efficient solutions to support the program. </li><li>Create and utilize cost estimation and modeling tools to better assess performance and costs. </li><li>Monitor contracts and task orders for cost trend analysis; in some cases developing a framework to monitor budget and coordinate with project team members to review planned vs. actual variances and create monthly status reports. </li><li>Prepare financial reports for management and Resources staff to document projected budgets, funds received, direct and reimbursable cost expenditures, and remaining funds available. </li><li>Suggest efficiencies and process improvements for the organization. </li><li>Provide project management support role by generating presentations, charts, graphs, correspondence, spreadsheets, and other similar documents related to technical development activities. </li><li>Serves as interface with center project leads and NASA HQ managers. Provide regular communication with major stakeholders of upcoming milestones and deliverables. </li><li>Plans, schedules, and coordinates activities and processes to support key activities and meetings such as project and program reviews (attending meetings as appropriate). </li><li>Coordinates meetings on behalf of the customer, taking notes, and disseminating minutes and actions. Tracking and following up on actions of responsible parties. </li><li>Support efforts to integrate cost, risk, and schedule data, and assist with coordination between stakeholders at NASA HQ and the field centers. </li></ul> <p>Requirements:</p> <ul> <li>Be proficient in advanced use of Excel including lookup functions, pivot tables, and similar features. Ability to use and create macros is very beneficial. </li><li>Should possess strong analytical and interpersonal skills. </li><li>Strong verbal and written communications. </li><li>Team player with a positive, can-do attitude and a willingness to learn new processes. </li><li>Ability to prioritize work and know how to communicate time estimates when there are competing priorities; can status assignment progress. </li><li>Proficient with Microsoft Office suite (Word, PowerPoint, Outlook and Excel). </li><li>Experience with creating and using PowerBI and other project management software. </li><li>Travel may be necessary -- locally and in US, anticipated to be approximately 2 domestic trips per year. </li><li>Must be U.S. Citizen and be able to obtain a government issued Secret clearance. </li><li>Federal Government (NASA) background/experience strongly preferred </li><li>Minimum of 3 days on-site / in-person. This position could potentially be filled at NASA HQ in Washington, DC or NASA Glenn Research Center in Cleveland, OH depending on customer preference. </li></ul> <p>Education/Experience:</p> <ul> <li>Bachelor's degree with 8 or more years of relevant work experience. </li></ul>
