<p>Job Responsibilities</p> <p>The Agency's mission is to be boldly innovative in improving the health and quality of life for South Carolinians.</p> <p>This position is located in Contracts & Procurement, Richland County.</p> <p>This is an in-office role and not a telecommute or remote position.</p> <p>Are you the One? We are looking for a Procurement Specialist II who, under minimal supervision, coordinates and executes procurement functions for the Procurement Services Division in accordance with the SC Consolidated Procurement Code, Regulations and other governing laws, rules and regulations. Prepares, processes and issues purchases in an efficient and effective manner. Assists in the development and execution of the P-Card program. Assists with training of shopping cart creators. May assist with complex procurement functions such as bid solicitations.</p> <ul> <li>Review and process shopping carts to ensure accuracy, completeness and compliance. Processes and issue purchase orders in compliance with the SC Consolidated Procurement Code, Regulations and established policies, procedures and within the SCEIS guidelines. </li><li>Serves as the P-Card Administrator and/or Coordinator. Administers the P-Card program and acts as the agency's intermediary in correspondence with Bank of America. </li><li>Accurately and efficiently solicits and awards Request for Quotes (RFQ's) and Invitation for Bids (IFBs) in compliance with the SC Consolidated Procurement Code, Regulations, and procurement policies and procedures and within SCEIS guidelines. </li><li>Participates in year-end close-out of open encumbered purchase orders and issuance of purchase orders for change in federal grant year. Coordinates with other departments including fiscal, accounts payable and internal staff and suppliers to ensure successful closure of outstanding purchase orders at the end of fiscal year. </li><li>Advises agency program area staff by assisting and providing guidance with purchasing methods, sources of supply, policies and procedures, and compliance with the SC Consolidated Procurement Code. Works with contractors and vendors to maintain current information on products and services, business standards and practices, and market conditions as required. </li><li>Provides procurement training, guidance and assistance as required, to Department administrative staff and program area personnel, including matters regarding shopping carts, procurement practices, SC Consolidated Procurement Code, access to state term contracts, navigation in SCEIS, and access to vendor registration information and NIGP codes. </li><li>Performs other duties as assigned by supervisor. </li></ul> <p>The South Carolina Department of Health and Human Services offers an exceptional benefits package for FTE and TGE positions that includes:</p> <ul> <li>Health, Dental, Vision, Long Term Disability, and Life Insurance for Employee, Spouse, and Children. </li><li>15 days annual (vacation) leave per year. </li><li>15 days sick leave per year. </li><li>13 paid holidays. </li><li>State Retirement Plan and Deferred Compensation Programs. </li></ul> <p>Minimum and Additional Requirements</p> <p>A high school diploma and relevant work experience that is directly related to the employment (procurement and/or contracts experience).</p> <p>A bachelor's degree may be substituted for required work experience.</p> <p>Additional Requirements:</p> <ul> <li>Occasional overnight travel </li><li>In-office Role </li><li>Valid driver's license </li><li>Overtime and/or weekend work with Deputy approval. </li><li>Sitting or standing for long periods of time </li><li>Lifting requirements: 20 lbs. </li></ul> <p>Preferred Qualifications</p> <ul> <li>Knowledge of legislation, regulations, policies and procedures governing the procurement of goods and services. </li><li>Knowledge of current funding sources. </li><li>Knowledge of the quality of materials being purchased. </li><li>Ability to analyze and evaluate factors in the awarding of contracts and issuing purchase orders. </li><li>Must be skilled with the Microsoft Office applications Word and Excel. </li><li>Ability to establish and maintain good working relationships and communicate effectively. </li><li>Excellent customer service skills. </li><li>May be required to attend training conferences out of town. </li></ul> <p>Additional Comments</p> <p>Please complete the State application to include all current and previous work history and education.
