Oversees student enrollment management and program marketing. Develops, articulates, and implements a vision of learning that is supported by the whole school community while holding the team accountable for effectively implementing the vision. Provides instructional leadership and supports the needs of the instructional program by providing appropriate services for the staff and students to ensure a quality academic program that complies with federal and state laws regarding services for students with disabilities. Collaborates with key district staff to effectively engage staff, parents, students, and other key stakeholders to maintain and appropriately increase program enrollment. Develops strategic action plans that proactively address traditional challenges.</p> <p>MINIMUM QUALIFICATION STANDARDS</p> <p>KNOWLEDGE, SKILLS, AND ABILITIES: Demonstrated effective leadership skills in leading a large team. Thorough knowledge of the Individuals with Disabilities Education Act (IDEA) and Connecticut state law regarding procedural processes ensures the provision of a Free Appropriate Public Education for students with disabilities. Ability to develop and monitor the implementation of an Individualized Education Program (IEP). Demonstrates knowledge of the Comprehensive Assessment Program that includes the Alternate Learning Outcomes assessment process. Demonstrates knowledge of the integration of assistive technology and augmentative communication systems and devices across all settings to facilitate daily communication skills. Knowledge and experience working with speech-language pathologists, occupational/physical therapists, and BCBA's by ensuring integration of these related services into the daily instruction program. Excellent oral and written communication and human-relations skills.</p> <p>EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in education: special education, educational leadership, administration, or curriculum/instruction from an accredited college or university with related coursework in administration, supervision, and special education; and a bachelor's degree in special education with teaching experience in the field of special education.</p> <ul> <li>Minimum 3 years of experience teaching/supervising special education students. </li><li>Minimum 3 years of experience as an assistant principal or central office special education supervisor or instructional specialist is desirable. Other combinations of applicable education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered </li><li>Such alternatives to the above qualification as the Superintendent may find appropriate and acceptable </li></ul> <p>CERTIFICATE AND LICENSE REQUIREMENTS: certified administrator/supervisor (092). None</p> <p>SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Some</p> <p>OVERTIME ELIGIBLE: No</p> <p>QUALIFICATIONS:</p> <p>EXAMPLES OF DUTIES AND RESPONSIBILITIES:</p> <ul> <li>Effectively leads all aspects of the school environment including enrollment management and program marketing </li><li>Supervises all staff members in their specific roles regarding matters pertaining to instruction, certification, evaluation and operations </li><li>Effectively evaluates all staff, develops and conducts professional development sessions for staff members and accesses district resources as appropriate </li><li>Provides leadership during IEP meetings to ensure compliance with IDEA and other state and local requirements </li><li>Coordinates and collaborates with community agencies such as Department of Health and Human Services to support students and provides resources to staff </li><li>Supervises and evaluates the effectiveness of supporting services personnel, including behavior managers, clerical staff, building service workers, and cafeteria workers and develops appropriate growth plans </li><li>Understands and applies the leadership standards that have been established for Administrators, Teachers and Principals </li><li>Procures, evaluates, and updates instructional materials, supplies, and equipment; distributes and supervises use of materials, supplies, and equipment; maintains accounting systems involving total financial operation of the school </li><li>Organizes and coordinates the collection of student records and arranges for their review </li><li>Chairs and initiates intake/IEP/exit conferences; participates in Central IEP meetings </li><li>Facilitates and promotes parental and community partnership </li><li>Effectively leads the implementation of instruction across all levels to help students reach appropriate achievement goals, including regular collaboration with content area directors </li><li>Implements effective educational practices designed for alternative education </li><li>Sets a mission/vision that aligns with the district and incorporates accountability and shared responsibility for implementation of the mission/vision </li><li>Creates school-wide structures and systems to guide the successful operation of the school. This includes policies and procedures that govern the work of the school team </li><li>Effectively collects and analyzes multiple key data points to inform all decision-making </li><li>Performs related duties consistent with the scope and intent of the position </li></ul> <p>TERMS OF EMPLOYMENT:</p> <p>Twelve-month position. Salary and benefits in accordance with the negotiated agreement between the East Hartford Public Schools and EHEAU.</p> <p>EVALUATION:</p> <p>Performance of this job will be evaluated by the Superintendent or designee in accordance with provisions of the East Hartford Public School's Evaluation policies and guidelines.</p>
