<p>Description</p> <p>This position assists in administering and supervising community development and housing programs as assigned; manages the fiscal aspects of the programs; promotes program opportunities and services to the public, and performs related professional, administrative and supervisory work as required. Ensures program compliance with all applicable program guidelines, laws, regulations, policies, procedures and standards. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.</p> <p>The work is considered sedentary and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: fingering, talking, and visual acuity.</p> <p>Work environment involves exposure to no known environmental hazards; and involves decisions that could lead to major community or organizational consequences.</p> <p>Essential Job Functions</p> <ul> <li>Provides daily oversight of assigned community development and housing programs, ensuring program compliance with all applicable program guidelines, laws, regulations, policies, procedures and standards; </li><li>Supervises subordinate staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending employee discipline and discharge. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed; </li><li>Develops and implements program plans, goals and objectives; </li><li>Prepares and administers assigned budgets; monitors expenditures and prepares related reports; </li><li>Seeks, secures and administers program grant funding from federal, state and local agencies; prepares required records and reports; </li><li>Gathers, interprets, and prepares data for studies, reports and recommendations; </li><li>Assists in developing and implementing an ongoing public awareness program designed to promote department programs and services; </li><li>Initiates, conducts and/or attends community meetings and more formal public hearings to discuss related programs and projects and to garner public support for such projects; </li><li>Monitors programs including, CDBG, HOME, HOPWA; </li><li>Represents the department and City at various local, regional and national conferences and meetings; serves as liaison to other counties, municipalities, state and federal agencies, various boards and commissions, community/professional/civic groups, industries / businesses, the news media, other professionals and the general public; </li><li>Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility; </li><li>Performs general administrative work as required, including preparing reports and correspondence, entering and retrieving computer data, reviewing mail and literature, copying and filing documents, conducting and attending meetings, etc.; </li><li>Attends training, conferences, seminars, meetings, etc., to maintain awareness of legislation, trends and technology related to program planning and implementation; and </li><li>Performs other related duties as assigned. </li></ul> <p>Qualifications</p> <p>MINIMUM REQUIREMENTS TO PERFORM WORK:</p> <ul> <li>Bachelor's degree in business, public administration or closely related field; </li><li>Five (5) years of relevant prior experience; </li><li>Valid South Carolina Class "D" Driver's License. </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Knowledge of basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates; </li><li>Ability to plan and direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope; </li><li>Ability to supervise or lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency; </li><li>Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner; </li><li>Ability to perform work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization; </li><li>Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style; </li><li>Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; and </li><li>Ability to take action for others, requiring almost constant decisions affecting co-workers, customers or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine. </li></ul> <p>The City of Columbia is proud to offer a complete benefits package to full-time employees.
