<p>Description</p> <p>The Director of Finance provides strategic leadership and oversight of all financial functions for Utah Partners for Health, ensuring compliance with federal and state regulations, including HRSA guidelines. This position is responsible for fiscal planning, budgeting, accounting, revenue cycle, grants management, financial reporting, audits, ad cash flow management. The Director works closely with the CEO to align financial strategies I UPFH's mission of providing high-quality, accessible care to underserved populations.</p> <p>Role and Responsibilities</p> <p>Financial Strategy and Planning</p> <ul> <li>Develop and implement long-term financial strategies aligned with organizational goals. </li><li>Advise the CEO and Board of Directors on financial planning, risk management, and sustainability. </li><li>Lead annual budgeting process and oversee budget-to-actual performance monitoring. </li></ul> <p>Accounting and Reporting</p> <ul> <li>Ensure accurate and timely monthly, quarterly, and annual financial reporting. </li><li>Maintain compliance with GAAP, HRSA, Uniform Guidance (2 CFR Part 200), and other federal and state regulations. </li><li>Prepare financial statements for internal stakeholders, auditors, and regulatory agencies. </li></ul> <p>Grants and Funding Oversight</p> <ul> <li>Manage federal, state, and private grant funding, including compliance, drawdowns, and reporting. </li><li>Monitor and report on restricted vs. unrestricted funds. </li></ul> <p>Revenue Cycle and Billing</p> <ul> <li>Oversee billing, collections, and accounts receivable functions for medical, dental, behavioral health, vision, and pharmacy services. </li><li>Collaborate with revenue cycle staff to optimize reimbursement from Medicaid, Medicare, and private payers. </li></ul> <p>Audit and Compliance</p> <ul> <li>Coordinate annual financial and single audits, including preparation of supporting documentation. </li><li>Implement internal controls to safeguard assets and ensure regulatory compliance. </li></ul> <p>Cash Flow and Treasury</p> <ul> <li>Manage cash flow and oversee banking relationships. </li><li>Monitor investment policies and fund utilization. </li></ul> <p>Leadership and Supervision</p> <ul> <li>Lead and develop a high-performing finance team. </li><li>Partner with departmental leaders to support operational financial literacy and decision-making. </li><li>Serve as a member of the Executive Leadership Team and Board Finance Committee. </li><li>Present financial updates to the Board of Directors. </li></ul> <p>Other Duties as Assigned</p> <ul> <li>Other duties as assigned by the CEO. </li></ul> <p>Requirements</p> <p>Education and Experience</p> <ul> <li>Master's or Bachelor's degree in Accounting, Finance, or related field required. </li><li>CPA or MBA preferred. </li></ul> <p>Experience</p> <ul> <li>Minimum of 7-10 years of progressively responsible financial leadership experience. </li><li>Experience in nonprofit or FQHC environment strongly preferred. </li><li>Knowledge of HRSA regulations, 340B pharmacy program, and federal grant compliance highly desirable. </li></ul> <p>Skill & Competencies</p> <ul> <li>Expertise in budgeting, forecasting, and financial modeling, and reporting. </li><li>Strong leadership, communication, and team management skills. </li><li>Proficiency in accounting software (e.g., Sate Intacct, QuickBooks, or similar) and EHR/Practice Management systems. </li><li>Analytical, strategic thinker with strong attention to detail and commitment to the mission. </li></ul>
