<p>CITY ENGINEER - DUTIES: Reviews Storm Water Pollution Prevention Plans (SWPPPs) and Storm Water Quality Management Plan (SWQMP) submitted to the Engineering Offices. Field inspects construction of new storm water assets associated with hazardous material treatment, storage, disposal, and recovery facilities, Title III industrial facilities, and industrial facilities with an NPDES (Rule 6) storm water discharge permit. Regularly review that appropriate operational permits are current. Inspect for no illicit discharges or connections and complete site inspections. Review facility records. Reports completed inspections to the MS4 Director. Reports inspection violations to the MS4 Compliance Coordinator. Measures and evaluates pollutant loadings and mass concentrations, if applicable. Recommends SWPPP fines as prescribed by ordinance based on field inspections. Assists in in-stream sampling. Performs other duties as required,</p> <p>QUALIFICATIONS: Incumbent must possess a thorough knowledge of storm water regulations, illicit discharges, and inspection procedures for water quality testing in an industrial setting. Incumbent must possess an Associates degree in Environmental Engineering or related field and have a minimum of two (2) years' experience in municipal or government organization. In lieu of a degree, incumbent may have a minimum of five (5) years' experience in storm water quality inspection, sampling, or monitoring, or related experiences. Incumbent must possess personal skills in order to effectively communicate with industrial facilities and business owners during the inspection process and the communication skills to convey water quality issues to both the permitee and municipal managers.
