Yes</p> <p>County Albany</p> <p>Street Address 99 Washington Ave</p> <p>City Albany</p> <p>StateNY</p> <p>Zip Code12231</p> <p>Duties Description The Local Government Specialist 2 duties in Local Government will include but are not limited to the following:</p> <ul> <li>Perform managerial and supervisory roles in the implementation and performance of the Local Government Efficiency (LGE) Program. </li><li>Identify LGE program priorities, recommend long and short-term program improvements, monitor and measure workflow and program performance. </li><li>Analyze information to guide program development to improve municipal reorganization and revitalization efforts statewide. </li><li>Identify problems and solve them cooperatively with stakeholders through program expansion. </li><li>Train staff in project management process. </li><li>Establishes and maintain professional and effective working relationships with colleagues state-wide through an exchange of information. </li><li>Participate in joint training events and related conferences. </li><li>Develops resources and expertise to expand capacity of local government officials. </li><li>Maintain a working knowledge of the County, City, Village and General Municipal Law (GML) of New York State and methods local governments may use to consolidate or dissolve functions. </li><li>Understands basic planning and land use regulatory controls, and the State Laws that authorize those controls. </li><li>Maintain an understanding of local government finance, budgeting, long-term management and planning. </li><li>Design municipal profiles according to Division models and standards, and a local governments economic situation. </li><li>Develop and maintains active contact with municipal officials through changes in administrations. </li><li>Assist communities in developing, selecting and implementing local government efficiency projects and implementing performance measures to improve services and control costs. The employee is aware of and understands best management practices across multiple municipal functions. </li><li>Develops technical requirements for program and project management. </li><li>Review and approve contracts, contract amendments and requests for payment. </li><li>Maintain a working knowledge of the general state contract clauses, agency specific clauses, Minority Business Enterprise (MBE)/Woman's Business Enterprise (WBE) thresholds, and vendor responsibility requirements. </li><li>Supervise LGS 1 positions, including review and approval of work products, grant and project management oversight. </li></ul> <p>Minimum Qualifications NY HELPS</p> <p>This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).</p> <p>For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments.</p> <p>At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.</p> <p>NON-COMPETITIVE MINIMUM QUALIFICATIONS:</p> <p>The minimum qualifications for Non-Competitive appointment are: Seven years of specialized experience in developing and analyzing policy, developing strategies, and implementing programs dealing with local government issues related to land use and comprehensive planning, service delivery, economic development or finance at a state or local level.</p> <p>Or *</p> <ul> <li>An associate degree in a related field can substitute for two years of specialized experience; a bachelor's degree in a related field can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. </li><li>If a degree and/or credit hours are listed, please forward your transcripts with your resume and cover letter. </li></ul> <p>It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.</p> <p>PROVISIONAL QUALIFICATIONS:</p> <p>Based on the results of the canvass of the current eligible list for the Local Government Specialist 2 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Local Government Specialist 2 exam and be reachable for appointment from the newly established eligible list.</p> <p>The minimum qualifications for Provisional appointment are:</p> <p>One year of permanent, contingent permanent, or 55 B/C service as a Local Government Specialist 1 and a qualified employee of New York Department of State.</p> <p>It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.</p> <p>55 B/C Appointment:</p> <p>This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply.
