<p>CAMDEN COUNTY TECHNICAL SCHOOLS</p> <p>POSITION DESCRIPTION</p> <p>TITLE: MANAGER OF HUMAN RESOURCES</p> <p>FULL-TIME, 12-MONTH</p> <p>GLOUCESTER TOWNSHIP CAMPUS</p> <p>This position will be filled in no less than ten (10) days after the date of this posting.</p> <p>QUALIFICATIONS:</p> <ol> <li> <p>Graduate degree in Education or related appropriate field preferred.</p> </li><li> <p>New Jersey Supervisor Certificate preferred.</p> </li><li> <p>Senior Professional Human Resources Manager Certification or eligible for and willing to obtain.</p> </li><li> <p>Experience in human resources including employment law highly preferred.</p> </li><li> <p>Public school administrative or central office experience preferred.</p> </li><li> <p>Excellent interpersonal, written and organizational skills.</p> </li><li> <p>Ability to maintain confidentiality and interact professionally with staff and public.</p> </li><li> <p>Must be available for school business emergencies and able to respond as needed.</p> </li><li> <p>Such alternatives to the above qualifications as the Board may find appropriate and acceptable.</p> </li><li> <p>Required criminal history background check and proof of U.S. citizenship or legal resident alien status.</p> </li><li> <p>Meets the health qualifications required of all personnel.</p> </li><li> <p>Meets the NJ residency requirements or willingness to relocate to NJ within 365 days of employment.</p> </li><li> <p>Must follow the guidelines of the Camden County Technical Schools' Nepotism Policy, File Code: 0142</p> </li></ol> <p>Interviews are at the discretion of the superintendent and/or designee and based on qualifications for the position.</p> <p>THE BOARD OF EDUCATION DECLARES IT TO BE THE POLICY OF THIS DISTRICT TO PROVIDE AN EQUAL OPPORTUNITY FOR ALL APPLICANTS REGARDLESS OF AGE, COLOR, CREED, NATIONAL ORIGIN, RACE, RELIGION, SEX, MARITAL STATUS, DISABILITY, ANCESTRY, AFFECTIONAL OR SEXUAL ORIENTATION, FAMILIAL STATUS, LIABILITY FOR SERVICE IN THE ARMED FORCES OF THE UNITED STATES, OR NATIONALITY.</p> <p>POSITION GOAL: To plan, coordinate, manage, and supervise the operation of personnel and to perform</p> <p>job-related duties and those assigned for the efficient organization and management of personnel.</p> <p>REPORTS TO: Supervisor assigned per the CCTS' Organizational Chart</p> <p>SALARY: Salary and benefits as determined by the CCTS Board of Education, full-time, 12-month, non-affiliated</p> <p>position.</p> <p>PERFORMANCE RESPONSIBILITIES:</p> <ul> <li>Administer and update all policies of the district. </li><li>Assume the responsibility for implementing legal mandates concerning employment practices. </li><li>Monitor staff evaluation program and ensure compliance of the district's policies and standards on staff evaluations. </li><li>Plan, direct, and participate in the recruitment, selection, and assignment of all certificated an non-certificated personnel. </li><li>Develop and maintain job descriptions and oversee vacancy announcements for position openings. </li><li>Prepare documentation and all required personnel resolutions for Board action. </li><li>Serve as resource person regarding all matters pertaining to personnel. </li><li>Supervise the development and maintenance of all personnel records, including personnel data stored by computer services for active and former staff members. </li><li>Oversee and monitor all fringe benefits and tuition reimbursement activity. </li><li>Issue contracts or salary notifications to staff, recommend personnel for appointment in accordance with approved procedures, certify salary classifications, and verify eligibility for salary guide adjustments. </li><li>Conduct exit interviews and collect equipment, keys, etc. </li><li>Responsible for the processing of applications for New Jersey teacher, the Provisional Teacher Program, coordinate assignment of mentors, and district substitute certification in accordance with code, including highly qualified compliance. </li><li>Assume responsibility for administration of staff contracts and collective bargaining agreements; and develop recommendations for modification of successor agreements. </li><li>Advise the Superintendent of Schools or his/her designee regarding all matters that pertain to district's personnel. </li><li>Evaluate incoming applications and resumes and maintain an up-to-date application file of prospective candidates for all positions. </li><li>Receive, review, record and assist with addressing grievances referred to the Superintendent of Schools or his/her designee. </li><li>Supervise the school substitutes and Global Compliance Network or other similar program and provide the necessary required training for all staff. </li><li>Coordinate the development of the annual school calendars. </li><li>Submit board agenda information and attend Board meetings; report all human resource-related information </li><li>Participate in Camden County Human Resources transformation initiative meetings and share information with the superintendent. </li><li>Recommend policies and programs to improve human resources in the district. </li><li>Act as a consultant to the administrators in their efforts to maintain and improve professional relationships. </li><li>Visit schools and programs regularly to become familiar with staff functions, to meet with staff for specific stated purposes and to maintain high visibility. </li><li>Respond to emergencies and needs that arise as requested by the Superintendent. </li><li>Administer State and Federal compliance requirements in employment practices including, but not limited to, Affirmative Action, Equal Employment Opportunity, Americans with Disabilities Act, Family and Medical Leave Act, Fair Labor Standards Act and physical examinations. Serve as the School District Affirmative Action Officer. Conduct investigations and trainings as necessary. </li><li>Prepare and submit statistical information and all mandated reports related to duties required by County, State and Federal agencies. </li><li>Responsible for reporting workers' compensation issues according to insurance procedures, the coordination and follow-up of treatment, any medical billing, salary reimbursement to the district, etc. </li><li>Serve as a resource person regarding all matters pertaining to the district's employee benefit and leave programs; advise employees in matters related to employee health benefits. </li><li>Keep informed about current legislation, bargaining unit trends, and development in the areas of human services, information management, technology, law decisions, and other areas within the spectrum of the responsibilities of this position and, based on this information, make upgrade recommendations to ensure compliance with local, State and Federal mandates. </li><li>Coordinate staffing needs with Business Office to ensure the maintenance of universal position codes for all district contracted employees and that the payroll database is current and consistent with the personnel database. </li><li>Conduct observations and evaluations of teachers, if applicable and as needed, using the school district's approved evaluation model; conduct evaluations of non-certified staff members, as needed. </li><li>Coordinate and organize the New Jersey Quality Single Accountability continuous submission, collection of documented evidence and establishment of committees. </li><li>Serve as the District Comprehensive Equity Plan Officer and Title IX Coordinator. </li><li>Perform other duties as assigned. </li></ul> <p>Approved: January 5, 2015</p>
