<p>Budget Analyst</p> <p>POSITION DETAILS</p> <p>Reporting to the University Budget Director for Budget Planning and Analysis, the Budget Specialist's responsibilities include: monitoring, analyzing expenditures, and revenue collection for all Colleges, assessing outcomes for the Colleges, and using budget modeling to make resource allocation recommendations. The position also assists in developing budget policies and procedures, and their implementation. The incumbent is responsible for the University-wide multi-year financial planning, producing various financial analyses and sharing them with State and City budget and legislative staff. Lastly, the incumbent regularly collaborates and communicates with all College Budget Directors and Business Managers regarding expenditure and revenue projections, and the annual financial plan development.</p> <p>Responsibilities include, but are not limited to the following:</p> <ul> <li> <p>Work as part of a budget team to implement budgetary and administrative initiatives, policies, and programs established by the University's Board of Trustees and senior University Management.</p> </li><li> <p>Analyze spending, income, and usage trends; perform variance analyses of budgeted versus actual expenditures.</p> </li><li> <p>Prepare monthly reconciliations to ensure the financial integrity of various College and University program budgets and financial data.</p> </li><li> <p>Monitor budget balances and expenditures, review transactions, and prepare monthly, quarterly, semi-annual, annual, and special and ad hoc reports and analyses, as needed.</p> </li><li> <p>Support University strategic planning activities by producing a quarterly financial report to be shared University-wide, including with University Leadership (Chancellor, COO and Board of Trustees).</p> </li><li> <p>Verify data in external/internal financial accounting and budget systems, and process budget transfers, adjustments, and modifications.</p> </li><li> <p>Provide advice and technical assistance to colleges on fiscal management, accounting, and budget systems.</p> </li><li> <p>Conduct revenue and expense projections for all Colleges; regularly communicate with college business office staff to reconcile projections.</p> </li><li> <p>Maintain datasets for expenses, revenue, staffing, enrollment, and other indicators.</p> </li><li> <p>Compile and analyze the colleges; financial plans.</p> </li></ul> <p>NOTE:</p> <p>Until further notice, this position is eligible for a hybrid work schedule.</p> <p>QUALIFICATIONS</p> <p>Minimum:</p> <p>Bachelor's Degree and four years' related experience required</p> <p>Preferred:</p> <ul> <li> <p>Proficiency with Microsoft 365, including Excel.</p> </li><li> <p>Experience in higher education.</p> </li><li> <p>Knowledge of NYS, NYC and CUNY policies regarding budget, finance, HR, procurement and accounts payable.</p> </li><li> <p>Working knowledge of PeopleSoft General Ledger, Commitment Control, Query Reporting, Workday ERP systems including general ledger, and Adaptive Planning.</p> </li><li> <p>Strong analytical and communication (interpersonal, verbal and written communication) skills.</p> </li></ul> <p>CUNY TITLE OVERVIEW</p> <p>Coordinates budget matters for a program or department under management direction.</p> <ul> <li>Plans and develops annual budgets under direction; administers allocation and reconciliation of funds </li><li>Prepares budget analyses and produces forecasting projections </li><li>Analyzes spending, income trends and usage to recommend improvements </li><li>Ensures that final, approved budget is adhered to by tracking revenues and expenses; processes budget transfers and adjustments </li><li>Provides fiscal reports and financial statements to management </li><li>Supports supervisor with budget administration to meet department goals and objectives </li><li>May supervise subordinate staff </li><li>Performs related duties as assigned. </li></ul> <p>Job Title Name: Finance Budget Specialist</p> <p>CUNY TITLE</p> <p>Higher Education Assistant</p> <p>FLSA</p> <p>Exempt</p> <p>COMPENSATION AND BENEFITS</p> <p>The salary range is $82,663 - $98,995 , commensurate with credentials, education, and experience.</p> <p>CUNY is in the process of implementing salary schedule increases.
