We invite you to bring your skills, your experience and your passion to a job that makes a difference.</p> <p>Job Summary</p> <p>This position is located in the Department of Health Care Finance (DHCF), Long-Term Care Administration. The Long-Term Care Administration (LTCA) provides oversight and monitoring programs targeted at elders, people with physical disabilities, and people with Intellectual and Developmental Disabilities (ID/DD). Through program development and day-to-day operations, the LTCA also ensures access to needed cost-effective, high quality extended and long-term care services for Medicaid beneficiaries residing in home and community-based or institutional settings.</p> <p>The Program Manager is responsible for ensuring effective operation and management of long-term care service and supports funded by the Medicaid program. The services and support include but are not limited to institutional, State Plan, home health, personal care assistance, participant-directed, and adult day health services and home community-based waivers 1915.</p> <p>Duties and Responsibilities</p> <p>Provides effective administration of long-term care services including institutional, home, and community-based services including policy development, program operations and administration, provider relations, development, and beneficiary services through effective management of the staff. Ensures program services are compliant with Federal and District laws and rules, policy and procedures and the Medicaid State Plan. Develops communications and responds to providers, beneficiaries, and stakeholders' inquiries and complaints. Provides training and technical assistance to providers to ensure compliance with program rules. Works in coordination with management in the process of recruiting, screening, and enrolling new service providers. Manages systems that are in place to support program operations and service delivery. Identifies barriers, resolves problems, and promotes efficiency and quality in the delivery of services. Participate in management decision making, conferences and meetings.</p> <p>Mastery knowledge of and experience in Medicaid policies, procedures, requirements, and guidelines established through CMS and District laws and court rulings. Mastery knowledge of and experience in management, budget, and development principles and practices. Mastery knowledge of administrative, financial, and managerial aspects, procedures, and processes. Mastery knowledge of and ability to analyze information and data for sound objectives, adequacy, effectiveness, and present fact-finding recommendations and solutions. Mastery knowledge of skill and ability to plan, develop objectives, assign individual projects tasks, and monitor and report on project status; establish anticipated requirements for completion of work plans, project deadlines, and program priorities. Mastery knowledge of and skill in establishing anticipated requirements for completing of work plans, establishing project deadlines and program priorities, and providing guidance to subordinate personnel.</p> <p>Qualifications and Education</p> <p>Specialized Experience - Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.</p> <p>Licenses and Certifications</p> <p>None</p> <p>Working Conditions/Environment</p> <p>The work is primarily sedentary and is performed in a typical office setting.</p> <p>Other Significant Facts</p> <p>Tour of Duty: Monday - Friday, 8:15 AM to 4:45 PM</p> <p>Duration of Appointment: Management Supervisory Service (MSS), "At-Will". All positions and appointments in the Management Supervisory Service serve the pleasure of the appointing authority and may be terminated at any time with or without cause.</p> <p>Pay Plan, Series and Grade: MS-340-14</p> <p>Promotion Potential: No known promotion potential</p> <p>Collective Bargaining Unit (Non-Union): This position is NOT represented by a collective bargaining unit.</p> <p>Residency Requirement: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.</p> <p>Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.</p> <p>If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.</p> <p>EEO Statement:</p> <p>The District of Columbia Government is an Equal Opportunity Employer.
