<p>EASTON PUBLIC SCHOOLS DIRECTOR OF FINANCE</p> <p>General Statement of Duties:</p> <p>The Director of Finance is a key member of the Central Office team. The primary purpose of the role is to organize, develop, and implement the financial functions of the Easton Public Schools. The primary responsibilities include managing a municipal financial accounting system, preparing the annual budget and monitoring expenditures, and preparing and analyzing strategic and long-range planning projections.</p> <p>Reports To:Superintendent</p> <p>Supervision: The incumbent will supervise the Business Office and Food Service Department.</p> <p>Work Year:This is a 12 month, full time position</p> <p>Salary Range: $130,000 - $155,000</p> <p>Essential Duties & Responsibilities: (The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.)</p> <p>Budget: Acts as adviser to the Superintendent on all questions relating to the business and financial affairs of the school department. Assists the Superintendent of Schools with the preparation of the annual operational budget and long-range financial plans for the system. Stays abreast of any federal, state or local changes which may affect the budget. Creates and implements a plan for providing and funding capital projects. Supervises all aspects of procurement including specification development, analysis, and recommendation for bid award, purchase orders, distribution, and inventory. Assists with all collective bargaining activities, including preparing financial analysis and explanation of proposals.</p> <p>Accounts Payable: Supervises and maintains accounting and financial control systems for all school department funds, including local, state, and federal accounts. Oversees compliance with procurement rules and regulations under the provisions of MGL Chapters 30B and c30, section 39M. Prepares bid documents and contracts. Maintains and reports to the Superintendent, up-to-date budget balances on appropriated line items and special accounts. Serves as liaison to the Town Accountant for answers to questions on behalf of the school department. Accounts Receivable: Oversees the collection and deposit of user fees, rental fees, Oakes Ames Trust Fund proceeds and any other revolving account collections. Prepares E-Rate filing paperwork for reimbursement. Provides all documentation needed to satisfy Medicaid reimbursement requirements to receive Medicaid reimbursement.</p> <p>Payroll: Oversees the payroll functions of the district from new hires through retirements. Attends meetings and/or hearings as deemed necessary such as unemployment, disability, Mass. Teachers Retirement, etc.</p> <p>Compliance: Ensures the district's compliance with applicable federal, state and local laws and regulations regarding budgeting, finance, accounting, and taxation. Prepares all reports requested by state or federal agencies. Arranges for internal auditing of school accounts, gathers and prepares any necessary documentation, and responds to any audit recommendations.</p> <p>Maintenance: Maintains inventory controls and equipment depreciation schedules when necessary. Negotiates and manages maintenance contracts when applicable. Maintains fleet of copy machines. Oversees telephone service, both landlines and cell service.</p> <p>Food Service: Procures, directs, supervises and evaluates the Food Service Contractor including their Director of Food Services. Keeps abreast of any food service employee issue and acts as the school's representative when necessary. Acts as Chairperson of the Food Advisory/Wellness Committee.</p> <p>Miscellaneous: Provides recommendations for strengthening business services, operations, and improving effective use of resources. Directs, supervises, and evaluates all business office staff. Attends School Committee meetings and other pertinent meetings as requested by the Superintendent of Schools. Performs such other tasks as may from time to time be assigned by the Superintendent of Schools.</p> <p>Minimum Qualifications:</p> <p>Bachelor's Degree in business management or accounting or related field. A minimum of three years experience as a School Business Administrator; or combined equivalent of education and experience. Massachusetts certification as a School Business Administrator or willingness to work towards certification within a reasonable time period.</p> <p>Required Knowledge, Ability, and Skill:</p> <p>Leadership in fiscal matters. Knowledge and experience in computer applications for business operations. Excellent communication, organizational, and interpersonal skills. Ability to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections. Effective customer service skills and the ability to establish and maintain effective working relationships with a variety of stakeholders. Self starter with the ability to work both independently and collaboratively, with flexibility, creativity, and leadership skills that adapt to change. Such alternatives to the above as the Superintendent may find appropriate and acceptable.</p> <p>Physical Requirements: (The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.)</p> <p>Minimum physical effort is generally required to perform duties under typical department conditions. The work involves sitting, with intermittent periods of stooping, walking, and standing. May be required to lift objects such as files, boxes of paper, office supplies, and office equipment weighing up to 30 pounds.
