It serves the U-M community by preparing for, protecting against, and responding to a wide range of emergencies that could affect our people, operations, and environment. The team works collaboratively across the university to develop plans, conduct training, and coordinate resources to enhance campus safety and resilience.</p> <p>The Associate Director of Emergency Management reports directly to the Director of Emergency Management and assists with university-wide guidance and coordination on crisis and emergency preparedness. The position will be based in Ann Arbor but will provide strategic integration for our DPSS emergency management functions at the UM-Flint and UM-Dearborn campuses and will have functional supervision (dotted line) over the Emergency Management and Security Infrastructure coordinators on each campus. The position is responsible for assisting the Director with the continuous improvement and facilitation of the university's comprehensive emergency management program, focusing on emergency preparedness, mitigation, response, and recovery planning efforts across the enterprise.</p> <p>This position requires the candidate to pass a thorough background investigation and drug screening. The position requires driving a university vehicle, so the candidate must have a valid driver's license and a driving record of fewer than 6 points.</p> <p>Job Description and Responsibilities</p> <ul> <li>Assists the Director with identifying and assessing institutional risks and vulnerabilities and recommends prevention and preparedness solutions. </li><li>Serves as the leadership designee and directs all Emergency Management functions in the absence of the director. </li><li>Oversee internal EM administrative requirements and procedures, including policy development, maintenance, and updates for internal EM training programs, orientation and onboarding protocols, and others. </li><li>Lead emergency management staff in developing training, testing, and exercise programs for Division-wide readiness and preparedness measures. </li><li>Collaborate with campus stakeholders and leadership at UM-Dearborn and UM-Flint to establish emergency management priorities and initiatives for institutional alignment. </li><li>Prepare executive summaries and status update materials for university leadership for ongoing high-liability/high-risk matters impacting the university. </li><li>Provide subject matter expertise on protection, preparedness, response, recovery, and mitigation strategy and planning. </li><li>Collaborates with the Director to build and implement professional development, personal growth opportunities, and direction for the Emergency Management team. </li><li>Assist in designing and implementing internal Emergency Management team process improvement efforts and facilitating employee professional growth and development priorities. </li><li>Assist with staffing, resource, and budget requirements for organizational optimization and program delivery across three campuses. </li><li>Partners with the Director and regional chiefs to assess EM capabilities on the regional campuses and assign duties that align with Division expectations. </li><li>Leads the Emergency Operations Center (EOC) and the University emergency notification strategies (including the emergency alert system, DPSS internal notification procedures, and other critical coordination plans and procedures) in the absence of the director. </li><li>Function as the project management lead for critical Emergency Management Department initiatives and efforts. </li><li>Facilitate the development, review, and maintenance of critical university-wide plans, including the Emergency Operations Plan (EOP), Hazard Mitigation Plan, Building Incident Response teams, and Continuity of Operations Plan (COOP) program. </li><li>Manage and facilitate incident debriefs and the completion of After Action Reports (AARs). </li><li>Serve as one of the primary leadership liaisons with local, state, and federal partners. </li><li>Represent DPSS on appropriate internal and external committees. </li><li>Other duties as assigned. </li></ul> <p>Who We Are</p> <p>The Division of Public Safety and Security (DPSS)</p>
