<p>FINANCE MANAGER</p> <p>Classification: Non-Emergency Essential</p> <p>Reports to: Town Manager</p> <p>Supervisory Responsibility: Yes</p> <p>Primary Work Location: In/around the Town, with reporting, office duties and meetings at Town Hall and Town facilities.</p> <p>I. Position Summary</p> <p>The Finance Manager plays a critical role in safeguarding the financial stability of the Town of Smyrna. This position oversees some aspects of the Town's financial operations, including banking, credit card administration, investment management, budget preparation, and compliance with financial policies and regulations. The Finance Manager will lead efforts to optimize financial performance while ensuring the integrity of financial processes, effective risk management, and adherence to regulatory standards.</p> <p>II. Key Responsibilities</p> <ul> <li> <p>Banking and Cash Flow Management</p> </li><li> <p>Establish and maintain relationships with banking institutions to optimize services and fees</p> </li><li> <p>Manager all town bank accounts, including daily cash flow monitoring, reconciliations, and fund transfers</p> </li><li> <p>Ensure secure and efficient execution of banking transactions and compliance with internal controls</p> </li><li> <p>Develop forecasts to ensure liquidity for operational and capital needs</p> </li><li> <p>Credit Card Administration</p> </li><li> <p>Serve as the primary administrator for the town's credit card program, ensuring compliance with the town's strict credit card policy</p> </li><li> <p>Monitor cardholder transactions to ensure proper documentation, usage limits, and policy adherence</p> </li><li> <p>Conduct periodic audits of credit card statements and supporting documents to identify discrepancies or unauthorized use</p> </li><li> <p>Provide training to employees on proper credit card procedures, reporting requirement, and policy updates</p> </li><li> <p>Investment Management</p> </li><li> <p>Develop and oversee the town's investment portfolio in alignment with the Town of Smyrna Investment Policy and ensure adherence to the 10% emergency reserve fund allocation</p> </li><li> <p>Perform due diligence and risk analysis on all investment decisions</p> </li><li> <p>Provide monthly reports to the Town Manager and Finance team detailing portfolio performance, risk assessment, and compliance status</p> </li><li> <p>Stay updated on market conditions, regulatory changes, and opportunities for improving investment returns</p> </li><li> <p>Budgeting and Financial Analysis</p> </li><li> <p>Collaborate with the Town Manager, Budget Manager, and other Managers as needed, to prepare the annual operating and capital budgets, ensuring alignment with town goals</p> </li><li> <p>Analyze historical and current financial data to forecast revenues and expenditures</p> </li><li> <p>monitor budget performance throughout the fiscal year, identify variances, and recommend corrective actions</p> </li><li> <p>support departmental budget reviews and assist with Council presentations</p> </li><li> <p>Internal Controls and Compliance</p> </li><li> <p>Design, implement, and maintain robust internal controls to safeguard the town's financial assets</p> </li><li> <p>Ensure compliance with Federal, State, and local regulations regarding municipal finance</p> </li><li> <p>Collaborate with external auditors during annual audits and address any identified findings promptly</p> </li><li> <p>Review and update financial policies, including purchasing and expense controls, to meet operational needs and ensure accountability</p> </li><li> <p>Reporting and Transparency</p> </li><li> <p>Prepare detailed financial reports, including monthly and quarterly statements, for internal use, Council presentations, and public transparency</p> </li><li> <p>Report on financial performance indicators, investment results, and compliance metrics</p> </li><li> <p>Present complex financial data in a clear, concise manner to non-financial stakeholders</p> </li></ul> <p>III. Qualifications</p> <ul> <li> <p>Education and Certification</p> </li><li> <p>Bachelor's degree in Finance, Accounting, Business Administration, or a related field desired.</p> </li><li> <p>Experience</p> </li><li> <p>Minimum of 3-5 years</p> </li></ul> <p>IV. ADA Requirements</p> <ul> <li>Work requires sitting, standing, and working in an administrative office setting for extended periods of time. Occasional standing, walking, stooping, kneeling or crouching. </li><li>Work requires ability to reach with hands and arms, talk and hear in order to answer the phone, verbally communicate. Repetitive movement of hands and fingers - typing and/or writing to draft written correspondences (physical and digital) to perform daily tasks. </li></ul> <p>V.
