<p>Class Definition</p> <p>The Rhode Island Supreme Court is seeking a highly qualified and experienced professional to serve as the administrative manager of the Supreme Court's Office of Court Interpreters ("OCI"). This individual will oversee the day-to-day operations of the OCI and will ensure that limited English proficient (LEP) court users have meaningful access to the proceedings and services of the Rhode Island Judiciary. This is a full-time position based in Providence, Rhode Island, with statewide responsibilities and regular travel among the Judiciary's six courthouses. This individual will work under the general direction of the Director of the Access to Justice Office.</p> <p>Duties/Job Responsibilities:</p> <p>Duties may include, but are not limited to, the following:</p> <ul> <li> <p>Program Management:</p> </li><li> <p>Plan, organize, and assign work to staff and contract interpreters to provide language access services to LEP court users.</p> </li><li> <p>Assist courts with the coordination of interpreter assignments, including on-demand requests and hard-to-source languages.</p> </li><li> <p>Facilitate the use of technology and other services to augment conventional interpreter services.</p> </li><li> <p>Manage the court interpreter credentialing process and maintain the Statewide interpreter registry to reflect accurate and current interpreter credentials and availability.</p> </li><li> <p>Represent the Rhode Island Judiciary in national groups and other organizations that focus on language access.</p> </li><li> <p>Policy Development, Compliance and Reporting:</p> </li><li> <p>Ensure OCI compliance with Rhode Island Supreme Court rules and policies on the provision of language access services to LEP court users.</p> </li><li> <p>Review, revise, and implement language access policies and procedures to ensure compliance with state and federal laws and regulations.</p> </li><li> <p>Serve as the subject matter expert on court interpretation and language access compliance.</p> </li><li> <p>Assist the Director of the Access to Justice Office on other matters relating generally to language access within the courts.</p> </li><li> <p>Oversee court interpreter data entry requirements, compilation of court interpreter data and preparation of language access plan reporting.</p> </li><li> <p>Training and Support:</p> </li><li> <p>Coordinate the recruitment and selection of court-approved interpreters and translators and develop and conduct training and orientation programs for court interpreters and court personnel regarding language access protocols, ethics and best practices.</p> </li><li> <p>Provide guidance and technical support to courts in identifying and securing qualified interpreters.</p> </li><li> <p>Procurement and Financial Assistance:</p> </li><li> <p>Manage external contract vendor procurement process.</p> </li><li> <p>Assist court interpreters with payment-related matters and ensure timely compensation in accordance with applicable guidelines.</p> </li></ul> <p>The Supervising Coordinator shall also be responsible for any other administrative support assigned by the Director of the Supreme Court's Access to Justice Office, the State Court Administrator, or their designee, including, but not limited to, development and implementation of policies and procedures. It is expected that the Supervising Coordinator shall regularly visit each courthouse to liaise with court administrators and judges, to provide court interpreter oversight, and to establish a supervisory presence on site.</p> <p>Required Qualifications for Appointment</p> <p>Required Knowledge, Skills and Abilities:</p> <ul> <li>Experience with program coordination, training delivery, and policy implementation. </li><li>Excellent written and verbal communication skills. </li><li>Ability to travel statewide and work collaboratively with courts, interpreters, interpreter groups, and other external partners. </li><li>A working knowledge of trial court operations, particularly within the Rhode Island Judiciary. </li><li>Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Adobe PDF. </li><li>Exceptional communication skills, including the ability to write clear, accurate, and concise reports for varied audiences. </li><li>Ability to present complex information in an understandable format to both technical and non-technical stakeholders. </li><li>Demonstrated ability to work independently, maintain confidentiality, and manage multiple tasks under minimal supervision. </li><li>Strong analytical and problem-solving skills. </li><li>Willingness and ability to travel frequently throughout the state. </li></ul> <p>Minimum Qualifications:</p> <ul> <li>Bachelor's degree from an accredited four-year college or university required. Concentration in a non-English language, social sciences, administration of justice or a related field preferred. </li><li>A minimum of three years' experience in a supervisory capacity in work involving interpreter services and/or court process, procedures, and practice. </li></ul> <p>For information regarding the benefits available to State of Rhode Island employees, please visit the Office of Employee Benefits' website at http://www.employeebenefits.ri.gov/.</p> <p>Also, be advised that a new provision in RI General Law 35-6-1 was enacted requiring direct deposit for all employees. Specific to new hires, the law requires that all employees hired after September 30, 2014 participate in direct deposit. Accordingly, any employee hired after this date will be required to participate in the direct deposit system.
