<p>The purpose of this classification is to perform highly complex and advanced engineering work on projects for Utilities, Public Works, or other City departments. Performs in a lead engineering role and demonstrates a high level of independent professional judgment, accountability, and decision making on multi-discipline engineering projects.</p> <p>Pay Range:</p> <p>Utility Engineer III - $.34 -62.01 Hourly; $85, 987.26 -$128, 980.90</p> <p>Utility Engineer IV - $44.77 -67.15 Hourly; $93,121.38 -$139,676.00</p> <p> Responsibilities and Reporting During an Emergency Situation:</p> <p>Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.</p> <p>The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.</p> <p>Serves as the lead engineer to coordinate planning, studies, design, permitting, and/or construction projects to meet the needs and goals of the City in the areas of roadways and road improvements; traffic control devices including signs, signals and roadway features; raw water, potable water, sanitary sewer, wastewater force mains, reclaimed water mains, and stormwater pipelines and infrastructure; water supply and water treatment; wastewater lift stations and stormwater pump stations; electrical and control systems; City facility and building construction; private land subdivisions; and/or other development projects.</p> <p>Plans and coordinates a large number of projects from inception to completion; performs extensive coordination with other governmental entities as well as with consultants and contractors.</p> <p>Work is highly complex and requires independent judgment and decision making which directly affects all aspects of planning, design, and construction projects and impacts funding.</p> <p>Consults with Division Managers, City Engineer, Department Directors, and other officials in planning and administration of the departmental activities and workflow, review activities, provide detailed recommendations, and resolve problems.</p> <p>Leads grant applications and reporting for the department and works closely with the Grants Manager for the administration of grant deliverables to remain in compliance with all grant requirements.</p> <p>May be temporarily assigned duties of Division Managers or City Engineer as "acting in charge" during vacations and other temporary periods. Leads special engineering studies, programs, and projects as assigned.</p> <p>Responsible and accountable for project schedules and budgets to complete projects in adherence with departmental deadlines and needs; manages multiple projects simultaneously; and immediately resolves issues to keep projects on track.</p> <p>Communicates effectively verbally and in writing with City staff and management, consultants, contractors, regulatory agencies, outside organizations, and the general public. Consults with assigned staff to review work requirements, status of work, and problems; assists with complex or problem situations; provides direction, advice, technical expertise, and decision making.</p> <p>Leads work activities with those of other departments, contractors, consultants, outside agencies, or others to complete projects.</p> <p>Directs the review, permitting, and inspection of new construction; lead engineer for the review of plans for utility and public works improvement projects; manages construction projects; and prepares project construction schedules, and prepares reports for project status.</p> <p>Leads the procurement of equipment and contracted services; research new products, systems, and materials; obtains pricing from contractors and suppliers; prepares specifications for materials, equipment, and services; writes, prepares, and reviews bid documents/specifications; recommends award of contracts; ensures contract compliance for all contracts and specifications.</p> <p>Compiles or monitors various administrative and statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes data and identifies trends; prepares or generates reports; maintains records.</p> <p>Prepares or completes various forms, reports, correspondence, plant operational reports, regulatory reports, change orders, specifications, permit applications, budget documents, performance appraisals, agenda items, or other documents.</p> <p>Receives various forms, reports, correspondence, requisitions, purchase orders, invoices, budget reports, equipment submittals, payroll sheets, vehicle maintenance requests, accident reports, operations reports, regulatory reports, production reports, quality analysis reports, engineering reports, contract documents, construction documents, engineering plans, electrical drawings, blueprints, specifications, master plans, comprehensive plans, union agreements, codes, regulations, standards, manuals, maps, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.</p> <p>Responds to complaints and questions related to department operations; provides information, research problems, and initiates problem resolution.</p> <p>Attends City commission meetings or other meetings; serves on committees as needed; presents information and presentations to community and other outside customer groups.</p> <p>May serve on boards and committees.</p> <p>Maintains a current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.</p> <p>Utilizes engineering software programs for planning and design purposes.</p> <p>Signs and seals documents, such as plans and specifications, as required.</p> <p>Performs other related duties as required.</p> <p>Civil and Environmental Engineers perform the following functions:</p> <p>Directs the design, permitting and construction of water, raw water, water treatment, wastewater, reuse and stormwater facilities and infrastructure.</p> <p>Utilizes hydraulic and hydrology computer models to develop simulations and scenarios for operational optimization and project design.</p> <p>Works with management staff and the regulatory agencies to develop and obtain required permits.</p> <p>Electrical and Control Systems Engineers perform the following functions:</p> <p>Leads the selection of control hardware and software to ensure adherence to the City's overall asset management strategy.</p> <p>Directs the installation of control equipment either as part of a major project or as manager of a control project.</p> <p>Develops and maintains control system standards such as Tag Naming, HMI Screen definition, Alarming, and the collection of online measurement data in a central Historian.</p> <p>Oversees the programming of PLCs and SCADA systems within the Water Treatment Plants and at all remote pumping, storage or other utility systems; and maintains up to date copies and/or records of all control algorithms and programs.</p> <p>Works collaboratively with Utilities and ITS staff, consultants, and contractors to complete tasks and projects. Trains both the electrical and instrument & control maintenance staff in the installation, calibration and planned maintenance of all online control equipment.</p> <p>Ensures that all control systems are providing and/or receiving all appropriate information from other elements of the asset management system, in particular the computerized maintenance management system (CMMS) and the laboratory information management system (LIMS).</p> <p>Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations or violations.Utility Engineer III</p> <ul> <li>Bachelor's degree in Civil Engineering, Environmental Engineering, Electrical Engineering, or closely related field; and </li><li>Possess and maintain a valid Professional Engineer (P.E.) license in the State of Florida; and </li><li>Four (4) years of engineering experience specifically pertaining to Utilities or Public Works. A Master's degree will be considered equivalent to one (1) year of experience; and </li><li>Must possess [or able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license. </li></ul> <p>Utility Engineer IV</p> <ul> <li>Bachelor's degree in Civil Engineering, Environmental Engineering, Electrical Engineering, or closely related field; and </li><li>Possess and maintain a valid Professional Engineer (P.E.) license in the State of Florida; and </li><li>Eight (8) years of engineering experience with four (4) years of experience as a Professional Engineer (P.E.), specifically pertaining to Utilities or Public Works. A Master's degree will be considered equivalent to one (1) year of experience; and </li><li>Must possess [or able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license. </li></ul> <p>CAREER PATH TRANSITION OPTION REGARDING ENGINEER III</p> <p>Employees may request a one-time transition to the Project Management career path upon obtaining the Project Management Professional (PMP) certification for review by the Department Director, Director of Human Resources, and the City Manager. This will be a permanent move, and the employee will remain in the Project Management career path thereafter.</p> <p>CAREER PATH ADVANCEMENT REQUIREMENTS</p> <p>The follow requirements must be met to advance from Utility Engineer III to Utility Engineer IV:</p> <ul> <li>Possession of a valid Professional Engineer (P.E.) license in the State of Florida. </li><li>Eight (8) years of engineering experience with four (4) years of experience as a Professional Engineer (P.E.) in Civil Engineering, Environmental Engineering, Electrical Engineering, or closely related field, specifically pertaining to Utilities or Public Works. </li><li>Recommendation from the Department Director </li><li>Must be reviewed by the Director of Human Resources and Risk Management and approved by the City Manager. </li></ul> <p>COMMUNICATION COMPETENCIES</p> <p>The ability to clearly communicate Department and City Goals, Policies, Strategic Plans and other key information to employees and peers using multiple communication platforms including e-mail and social media.</p> <p>Effectively communicates with supervisor, employees, other departments, contractors, engineers, utility companies, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.</p> <p>Accurately and expeditiously receives and delivers messages and information to the appropriate individuals.</p> <p>Ability to prepare accurate and thorough written records and reports.</p> <p>Ability to understand and follow oral and written instructions and to complete assigned tasks with minimal direction.</p> <p>Ability to understand and quickly and accurately follow brief oral and written instructions on moderately complex matters.</p> <p>KNOWLEDGE, SKILLS, AND ABILITIES</p> <p>Thorough knowledge of road design and construction principles and practices as applied to the planning, design, construction, operation, and maintenance of municipal infrastructure.</p> <p>Thorough knowledge of utility engineering and construction principles and practices as applied to the planning, design, construction, operation, and maintenance of water and wastewater treatment facilities.</p> <p>Thorough knowledge and understanding of rules, regulations, and procedures concerning operations and maintenance of utilities systems.</p> <p>Thorough knowledge of regulatory permitting, reporting and operating requirements for utilities systems.</p> <p>Thorough knowledge of designing standards for public and utility infrastructure.</p> <p>Thorough knowledge of the capabilities and results of AutoCADD plans and Profile Drawings, Geographic Information Systems (GIS), and hydraulic modeling.</p> <p>Ability to use hydraulic and hydrology software models.</p> <p>Ability to articulate and convey presentations using multiple platforms, in a clear and concise manner.</p> <p>Ability to create clear and comprehensive reports.</p> <p>Ability to read and understand plans and specifications and determine engineering compliance, as specified in City, state, and local codes, ordinances, resolutions, regulations, standards, specifications, policies and procedures.</p> <p>Ability to conduct field inspections for engineering compliance as specified in City, state, and local codes, ordinances, resolutions, regulations, standards, specifications, policies and procedures.</p> <p>The City of Boynton Beach, Florida, is an Equal Opportunity Employer (EEO) and Affirmative Action Employer.
