<p>DVR Training Management Analyst / Management Analyst 4 </p> <p>DSHS's Division of Vocational Rehabilitation (DVR) is hiring for a Training Management Analyst who brings strong analytical skill, sound judgment, and a commitment to supporting high-quality learning experiences. This position plays an important part in helping the agency's vocational rehabilitation staff receive the training, tools, and support they need to serve Washington residents effectively.</p> <p>In this position you will; act as DVR's Learning Center Administrator, strengthen the systems that support learning, guide digital accessibility for training content, and collaborate with leadership as we build new approaches to evaluate training. Your work will ensure training efforts are well-designed, aligned with state and federal expectations, and continuously improving. </p> <p>This is a meaningful, professional role for someone who values accuracy, clarity, and thoughtful problem-solving. The duty station for this position is Tacoma. The expectation at the time of hire is to work at least four days in office per month; this is subject to change based on business needs. The successful applicant should have a suitable area to telework from. </p> <p>Pierce County employees are eligible to receive an Orca Card for transportation needs.</p> <p>Some of what you'll do:</p> <ul> <li>Build, update, and manage online and instructor-led courses in the Learning Center, including rosters, user accounts, assignments, and system testing. </li><li>Study training programs, evaluate results using tools such as the Kirkpatrick Model, and turn data into clear reports and recommendations. </li><li>Audit training content for accessibility and ensure compliance with required standards, offering guidance to staff throughout DVR in relation to digital accessibility. </li><li>Track training compliance data, support curriculum planning, and collaborate with Training Specialists on evaluation methods. </li><li>Coordinate reasonable accommodation and language access requests related to training participation. </li><li>Maintain the DVR Training SharePoint site, manage the shared inbox, and prepare training communications with the Communications Manager. </li><li>Monitor vendor training budgets and performance, and process training registrations, payments, and purchase card documentation. </li><li>Work closely with leadership to design a training program evaluation framework and determine how data-such as surveys, interviews, and performance metrics-will be used to guide improvements. </li></ul> <p>Who should apply? We are looking for professionals with:</p> <p>A bachelor's degree* in business administration, public administration, law, public health, health administration, or a related field.</p> <p>AND</p> <p>Four years of experience conducting research and analyzing policies, laws, rules, or regulations.</p> <ul> <li> Relevant experience may be substituted, year for year, for required education. </li></ul> <p>Relevant graduate education may be substituted, year for year, for the required experience. </p> <p>Additional skills, knowledge and abilities that we are looking for:</p> <ul> <li>Learning Center administration: Experience building, managing, and troubleshooting online training programs. </li><li>Accessibility expertise: Trained in digital accessibility and the ability to audit, review, and guide staff on accessible training practices. </li><li>Regulatory awareness: Ability to interpret the Workforce Innovation and Opportunity Act, federal regulations, and Washington Administrative Codes so training activities align with required program outcomes. </li><li>Clear communication: You translate detailed information into plain language so leaders and staff know what to do next. </li><li>Collaboration: Works effectively with managers, instructors, and teams across the administration to support a consistent, well-coordinated training program. </li><li>Systems thinking: Understands how tools, processes, and people connect, allowing training systems to be adjusted and improved as needs evolve. </li><li>Program evaluation: Applies structured evaluation methods, including the Kirkpatrick Model, to assess training outcomes and determine effectiveness. </li><li>Data analysis: Interprets numbers, trends, and patterns and turns them into clear explanations that guide decision-making. </li><li>Fiscal judgment: Evaluates the return on investment for external training and helps ensure public resources are used wisely. </li></ul> <p>Interested?
