<p>General Summary & Essential Responsibilities</p> <p>How You Help Us Make a Difference:</p> <p>This Projects Manager position performs highly responsible administrative and technical project management for a diverse and dynamic portfolio of County initiatives, including vertical construction, maintenance and repair, information technology, environmental and conservation, landscaping, and other complex projects as assigned. The role is deeply involved in every phase of project delivery-reviewing and preparing engineering designs, proposals, cost estimates, and contract documents; managing consultant and construction contracts; overseeing day-to-day project activities; and preparing clear, timely reports that support informed decision-making. This is a hands-on leadership role for a professional who thrives at the intersection of planning, execution, and public service.</p> <p>The position drives project development by evaluating needs, defining requirements, preparing preliminary designs or acquisition strategies, estimating costs, and developing competitive bid and contract documents. Responsibilities include planning, programming, and scoping vertical construction projects and determining the most effective delivery method-such as Construction Manager at Risk (CMAR)-based on project complexity, schedule demands, and risk. The role leads both hard-bid and negotiated procurement processes, including developing Requests for Proposals, conducting pre-bid and pre-construction meetings, participating in contract negotiations, and supporting vendor selection and contract awards. Day-to-day administration includes managing budgets and expenditures, tracking schedules, monitoring progress, processing purchase orders and invoices, and ensuring full compliance with contract requirements.</p> <p>A core element of this role is coordination and collaboration. The position facilitates project meetings and communication among internal business units, project teams, consultants, contractors, regulatory agencies, and other stakeholders. It actively resolves design and construction challenges, coordinates value engineering and constructability reviews, negotiates permit conditions when needed, and keeps projects moving forward through proactive problem-solving and decisive action. The role also provides technical guidance and expert advice on applicable standards, regulations, and best practices-particularly in vertical construction-to consultants, engineers, County leadership, and the public.</p> <p>In addition, the position designs and manages minor improvement and maintenance projects; reviews plans and reports prepared by private consultants and contractors; and conducts detailed evaluations of architectural and engineering documents to ensure constructability, compliance, and cross-discipline coordination. The role develops and maintains a pipeline of potential projects, analyzes and prioritizes initiatives for maximum return on investment, and prepares progress reports for both internal and external audiences.</p> <p>The position serves as a highly visible liaison, engaging with stakeholders, property owners, advisory committees, media representatives, and other government agencies to communicate project goals, progress, and outcomes. It supports public awareness and education efforts, responds to inquiries, delivers presentations, and helps develop press releases and public information materials. The role also assists with annual budget development and work program planning and may provide leadership over assigned staff, including training, development, performance management, and safety.</p> <p>Above all, this position is driven by service excellence-delivering thoughtful guidance, effective problem resolution, and exceptional customer support across all forms of communication-while advancing projects that meaningfully improve County facilities, services, and quality of life.</p> <p>Min. This role requires technical knowledge relevant to the area of assignment, including civil and/or solid waste engineering principles, construction techniques and practices, and environmental land acquisition and management, as well as familiarity with state and federal permitting processes, design and construction specifications, and applicable code requirements. The candidate demonstrates strong quantitative, analytical, and research skills, with the ability to perform technical calculations, evaluate alternatives, prioritize competing demands, and consistently meet deadlines and objectives.</p> <p>Success in this position also depends on excellent written and oral communication skills, including public speaking and the ability to develop effective proposals, prepare clear reports, and maintain accurate records. The role requires proficiency with standard office and project-related technologies, including Microsoft Word, Excel, PowerPoint, databases, project management tools, CADD applications as required, and other job-related software, as well as the ability to effectively use office equipment. The candidate must be able to determine project requirements, develop designs and cost estimates, review consultant-submitted plans and specifications for accuracy and constructability, and apply practical field experience to deliver cost-effective solutions that meet County needs. Strong judgment, discretion, and problem-solving skills are essential, along with the ability to assess and improve processes, provide guidance and customer assistance through all forms of communication, perform light manual labor under varying conditions when required, and establish and maintain effective working relationships with managers, service providers, employees, and the public.</p> <p>Supplemental Information</p> <p>Extra Details You Should Know:</p> <p>PHYSICAL DEMANDS</p> <p>Walking, sitting, hearing, climbing, stopping, bending, seeing up close and far away, talking, standing, finger movement, repetitive motions. Dependent upon position assignment, may frequently lift 25-50 pounds and occasionally up to 50 pounds.</p> <p>WORK ENVIRONMENT</p> <p>Work is performed indoors and outdoors and requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.</p> <p>RISK/SAFETY CONDITIONS</p> <p>The position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, assault and battery, heavy equipment, communicable disease, etc.).</p>
