<p>GRADE</p> <p>25\n</p> <p>LOCATION OF POSITION</p> <p>MDH Office of Health Care Financing, Baltimore MD\n</p> <p>Main Purpose of Job</p> <p>The main purpose of this position is to supervise and manage the Office of\nEligibility Services (OES) within the Health Care\nFinancing & Medicaid Administration, helping to ensure that Marylanders\nreceive efficient and accurate eligibility services.? This role is responsible for overseeing the\neligibility operations, systems, regulation and policy, and staff for Medicaid,\nMaryland Children's Health Insurance Program (MCHP), and\nother Medical Assistance Programs.\n\n\nThis\nposition directs the implementation and continuous improvement of eligibility\noperations, including policy development, system functionality, and eligibility\ncaseworker training programs. This work crosses the Maryland Health\nBenefits Exchange, Department of Human Services, and local health departments. The Director is also responsible for\nmaintaining strong operational performance standards that ensure eligibility and frontline staff effectively support\nMarylanders as they enroll in and renew coverage.\n\n\nKey operational responsibilities include\noverseeing the development, implementation, and maintenance of eligibility\noperations, regulations, and policies under the Code of Maryland Regulations\n(COMAR). This role also involves leading the design and delivery of statewide\neligibility training and technical assistance programs for eligibility case\nworkers across the Maryland Department of Health, local health departments, the\nDepartment of Human Services, and the Maryland Health Benefit Exchange.\nAdditional responsibilities include ensuring the accuracy, integrity, and\noperational functionality of the master eligibility file and supporting the\nMedicare Part B Buy-In program. The position also manages the issuance of\nMedical Assistance identification cards and related customer service processes,\noversees eligibility determinations for specialized programs such as Home and\nCommunity-Based Services (HCBS) waivers, and implements operational\nimprovements that enhance efficiency, accuracy, and member satisfaction.\n\n\nFunctional leadership\nresponsibilities include supervising and developing OES staff to strengthen\noperational execution and service excellence, as well as serving as a liaison\nwith state and federal partners to coordinate eligibility operations and resolve\nrecipient issues. The role also includes providing legislative testimony and\nsupporting executive decision-making through operational data and analysis.\nAdditionally, the position collaborates with CMS and internal technical groups,\nincluding the Medical Assistance Advisory Committee and the MCO rate setting\nworkgroup to align eligibility operations with broader program goals.\n\n\n</p> <p>MINIMUM QUALIFICATIONS</p> <p>Qualified candidates must\npossess a bachelor's degree from an accredited college or university and six\nyears of experience in large-scale program administration, operations, or\nchange management, preferably in health care, Medicaid, or eligibility\nprograms. A minimum of three years at a supervisory or management level is also\nrequired. Qualifying supervisory experience must include leading complex,\nbroad-scope organizational or operational change in one or more of the\nfollowing areas: healthcare administration, government program operations, or\neligibility systems management. Familiarity with Medicaid programs, Medical\nAssistance eligibility determination, or related policy and regulatory\nframeworks is strongly preferred.\n\n\nA Master's degree is preferred and\nwill substitute for one year of general experience. A Doctorate will substitute\nfor two years of general experience.\n</p> <p>DESIRED OR PREFERRED QUALIFICATIONS</p> <p>The desired candidate should possess the following:\n Extensive experience managing large-scale eligibility or public benefits operations, ideally\nwithin Medicaid, health coverage, or other human services programs.?\n Proven leadership in operational management, including overseeing staff, performance,\nworkflow, and service delivery systems.?\n Experience improving customer service systems and processes, with a focus on member\nexperience, accessibility, and efficiency.?\n Strong understanding of eligibility policy, systems, and regulations, including how policy\nchanges translate into operational implementation.?\n Experience coordinating across multiple agencies or partners, such as human services\ndepartments, health exchanges, or IT system vendors.?\n Background in training and workforce development, ensuring consistent understanding and\napplication of eligibility policies statewide.?\n Demonstrated ability to use data and performance metrics to manage operations, improve\naccuracy, and enhance customer satisfaction.?\n Familiarity with federal and state Medicaid requirements, including reporting, compliance,\nand quality standards.\n</p> <p>SELECTION PROCESS</p> <p>This is a Management Service position and serves at the pleasure of the Appointing Authority.
