<p>The work we do matters!</p> <p>Hiring Agency:</p> <p>Health & Human Services - Agency 25</p> <p>Location:</p> <p>Lincoln, NE</p> <p>Hiring Rate:</p> <p>$27.695</p> <p>Job Posting:</p> <p>JR2025-00016334 Developmental Disabilities Surveyor Consultant-Public Health Licensing (Open)</p> <p>Applications No Longer Accepted On (If no date is displayed, job is posted as open until closed):</p> <p>05-26-2025</p> <p>Job Description:</p> <p>Join our dedicated team as a DD Surveyor Consultant and make a meaningful difference by inspecting and supporting intermediate care facilities and community-based providers that serve individuals with developmental disabilities.</p> <p>You'll play a vital role in ensuring these programs meet important licensure and regulatory standards, while also offering expert guidance and engaging staff training to enhance quality of life for those we serve.</p> <p>If you're passionate about community well-being and want to contribute to a healthier Nebraska for all our citizens, this is your chance to be part of a rewarding and impactful mission!</p> <p>Examples of Work:</p> <ul> <li>Conduct surveys and inspections of ICF/DD and community-based developmental disability providers to ensure compliance with state and federal program standards for licensure and certification. </li><li>Evaluate providers in habilitation/active treatment programs, client rights, health care, physical environment, sanitation, disaster control, infection control, staffing, medications, and record keeping. </li><li>Identify, document, and report deficiencies based on inspection findings. </li><li>Interview clients and staff to assess habilitative care and treatment services for compliance with regulations. </li><li>Observe facility operations and services to identify deficiencies and recommend follow-up improvements related to sanitation and service quality. </li><li>Consult with facility staff and administrators to provide guidance on program regulations and service requirements, supporting program development and improvement. </li><li>Deliver training sessions, workshops, and in-service education to staff, professional groups, and local organizations on regulations, program standards, and licensure criteria. </li><li>Develop and coordinate training programs for agency staff, ensuring survey quality and providing essential resource materials. </li><li>Formulate and interpret criteria to promote appropriate programming for individuals with developmental disabilities. </li><li>Investigate complaints, prepare deficiency reports, and monitor corrective actions to ensure compliance. </li><li>Guide and train new survey team members to familiarize them with their responsibilities and standards. </li><li>Collect evidence and prepare testimony for legal proceedings related to licensure and certification processes. </li><li>Schedule and coordinate survey activities to ensure timely completion of inspections, investigations, and follow-up actions. </li></ul> <p>Requirements/Qualifications:</p> <p>Minimum Qualifications: Coursework or training in: special education, developmental disability programs, nursing, the social behavioral sciences including behavioral evaluation, analysis, or program assessment, speech therapy, physical therapy or occupational therapy AND experience in special education, rehabilitation, social work, developmental disabilities programs, nursing, psychology, including responsibility for direct programming or program evaluation for persons with developmental disabilities.</p> <p>Legal Requirements: Positions located in the Public Health division which survey and conduct investigations in Intermediate Care Facilities for Persons with Intellectual Disabilities (ICF/DD) and other types of health care facilities or services identified in the Health Care Facility Licensure Act, Neb. Rev. Stat. §§ 71-401 to 71-465 and other federally certified facility types as assigned are required to:</p> <ul> <li>Meet the criteria of a Qualified Developmental Disability Professional (QDDP) specified in the Code of Federal Regulations (CFR 483.480a); </li><li>Complete the surveyor training course prescribed and conducted by the Centers for Medicare and Medicaid Services in the program types assigned is expected prior to attaining permanent status. </li><li>Frequent overnight and/or regular day travel is required of incumbents of this job class. May need to work irregular hours to accomplish workload. </li></ul> <p>Other: Valid Driver's License is required.</p> <p>Knowledge, Skills and Abilities:</p> <p>The role requires knowledge of program techniques for caring for individuals with developmental disabilities, and the ability to evaluate facility practices, interpret guidelines and policies, and communicate clearly with diverse stakeholders including staff, professionals, officials, and the public.
