The position works with program staff providing guidance concerning all financial issues related to program budgets.</p> <p>The primary duties and responsibilities of this position include, but are not limited to:</p> <p>Financial Oversight:</p> <ul> <li> <p>Establish and maintain accounting subsystems, including pay request detail logs for external agencies, accounts payable tracking for DOH and DOH contractors, and contract closeout and deobligation tracking. </p> </li><li> <p>Liaise with DOLA accounting and accounting departments from partner agencies as needed to resolve appropriation, budget, and/or payment issues, including deadlines, availability of funds, consistent and appropriate coding, and allowability of expenses in accordance with state fiscal rules, federal guidance, GAAP, GASB, etc.</p> </li><li> <p>Create, analyze, modify, and track budgets to include Federal, Cash, and General funding for the assigned budget portfolio.</p> </li><li> <p>Create, analyze, modify, and track staffing plan as needed to stay within budget. </p> </li><li> <p>Create and manage Personnel Action Request (PAR) forms and allocate funding for all personnel within the assigned budget portfolio.</p> </li><li> <p>Review timesheets to determine the correct Cert code applications prior to director's payroll approval.</p> </li><li> <p>Advise supervisor of the status of funds and make strategic recommendations for changes as necessary.</p> </li><li> <p>Respond to inquiries for financial and grant information as requested by supervisor and DOH, and DOLA leadership.</p> </li></ul> <p>Division Compliance:</p> <ul> <li> <p>Develop and maintain budget and contracting policies and procedures for the assigned budget portfolio. These policies must be consistent with DOLA, State, and Federal requirements and include detailed instructions on handling advance payments, program income, and return of grant funds. Ensure policies and procedures are followed by subgrantees and provide training as needed to partner agencies.</p> </li><li> <p>Ensure that sections follow state fiscal rules, federal regulations, and DOLA's administrative policies in the areas of financial reporting and management.</p> </li><li> <p>Analyze, verify, and approve administrative and program staff activities related to payment processing, purchasing, and official functions.</p> </li><li> <p>Review W-9 information in CORE as needed.</p> </li><li> <p>Confirm and verify grant distributions entered in management applications/databases against CORE.</p> </li></ul> <p>Revenue and Expenditure Tracking and Reporting:</p> <ul> <li> <p>Utilize knowledge of budget and accounting procedures to establish efficient and consistent record keeping in compliance with State and Federal requirements and in accordance with DOLA standard operating procedures.</p> </li><li> <p>Monitor revenues and expenditures for assigned budget portfolio based on type of award.</p> </li><li> <p>Prepare required reports and track spending authority for numerous budgets and programs.</p> </li><li> <p>Prepare and provide monthly, quarterly, and annual financial reports for assigned budget portfolio.</p> </li><li> <p>Track and manage administrative funds, as well as grantee and discretionary funding.</p> </li><li> <p>Stay updated on changes in Uniform Guidance and program requirements for assigned budget portfolio</p> </li></ul> <p>Encumbrance Set Up and Payment Processing:</p> <ul> <li> <p>Support DOH office staff in the management of assigned budget portfolio contracts and interagency agreements. </p> </li><li> <p>Collect backup documentation and maintain standard requisitions and purchase authorization requests as needed prior to contract routing. </p> </li><li> <p>Ensure routing for all appropriate signatures prior to encumbrance of fund set up financial coding for new contracts, and log contract routing in the department contract tracking system as needed.</p> </li><li> <p>Advise on allowable activity within the Federal and State program from a financial perspective by researching, reviewing, analyzing, and summarizing budget and accounting activities in accordance with state fiscal rules and procedures and federal guidance.</p> </li></ul> <p>Class Code & Classification Description</p> <p>H8E2XX Budget Analyst II</p> <p>MINIMUM QUALIFICATIONS</p> <p>Experience Only:</p> <p>Six (6) years of experience in one or a combination of the following areas:</p> <ul> <li> <p>budget management in a government or a nonprofit entity that works with any level of government;</p> </li><li> <p>federal, state, or local grant management and/or reporting;
