<p>Position Summary</p> <p>The Chief Operations Officer (COO) is a key member of the Executive Leadership Team, responsible for leading, aligning, and executing day-to-day operations in support of KCHC's mission to provide accessible, high-quality care as a Federally Qualified Health Center (FQHC). Reporting directly to the CEO, the COO ensures operational excellence across clinical, administrative, and support services while promoting compliance, innovation, and sustainable service delivery. The COO leads initiatives that improve quality, efficiency, and community impact-keeping patient care and equity at the center of all decisions.</p> <p>Essential Duties and Responsibilities</p> <ul> <li>Partner with the CEO to execute strategic priorities and maintain compliance with HRSA, FTCA, and other FQHC regulations. </li><li>Direct the daily operations of clinical and non-clinical departments, ensuring performance aligns with standards of quality, service delivery, and efficiency. </li><li>Lead operational planning and performance metrics across departments to support long-term goals. </li><li>Oversee and support organizational compliance, including HIPAA, OSHA, and the development and implementation of internal audit systems. </li><li>Manage patient flow processes and customer service strategies to ensure a high-quality patient experience. </li><li>Ensure accurate and effective use of EHR systems and all technology platforms supporting care delivery and reporting. </li><li>Oversee the organization's 340B pharmacy program and medication assistance program, ensuring compliance and maximizing value. </li><li>Support recruitment, training, and professional development initiatives that foster a resilient, skilled, and mission-aligned workforce. </li><li>Facilitate cross-departmental collaboration to ensure seamless communication and coordination of care. </li><li>Lead and guide managers in performance improvement initiatives, operational efficiency, and accountability. </li><li>Drive continuous improvement by identifying operational gaps and implementing innovative, data-informed solutions. </li><li>Represent the organization at external meetings, community events, or in strategic partnerships as delegated by the CEO. </li><li>Maintain professional appearance and adherence to all employee policies and federal regulations. </li><li>Perform all other duties as assigned. </li></ul> <p>Qualifications</p> <p>Education:</p> <ul> <li>Bachelor's degree required. Master's in Health Administration (MHA), Business Administration (MBA), or Nursing (MSN) strongly preferred. </li></ul> <p>Certifications & Licenses:</p> <ul> <li>Relevant medical license or healthcare certification preferred. </li></ul> <p>Experience:</p> <ul> <li>Minimum of 5-7 years of progressive operational leadership, including at least 3 years in an FQHC or similar healthcare setting. </li><li>Demonstrated experience in supervising managers and cross-functional teams.. </li></ul> <p>Skills:</p> <ul> <li>Proficient in EHR and practice management systems. </li><li>Excellent written, verbal, and digital communication skills. </li><li>Strong background in regulatory compliance, quality improvement, and/or staff development. </li><li>Proficient in Microsoft Office and cloud-based collaboration tools. </li><li>Flexible and able to work evenings/weekends when needed. </li></ul> <p>Work Environment</p> <p>Office and clinic environments with routine exposure to healthcare settings and administrative systems.</p> <p>Travel Requirements</p> <p>Minimal local travel may be required for training, community outreach, or offsite support. Occasional travel for educational opportunities and conferences may also be necessary.</p> <p>Core Competencies</p> <ul> <li>Communication: Clearly communicates across diverse audiences; tailors message and tone as needed. </li><li>Strategic Thinking: Aligns operational goals with mission and funding priorities; adapts to trends in community health and healthcare delivery. </li><li>Leadership & Collaboration: Leads through influence and example; builds trust across teams and stakeholders. </li><li>Results Orientation: Delivers outcomes through thoughtful planning, resource allocation, and problem-solving. </li><li>Change Management: Champions innovation and continuous improvement in a dynamic healthcare environment. </li><li>Cultural Competence: Demonstrates awareness, sensitivity, and responsiveness to the needs of underserved communities </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Advanced understanding of FQHC funding models, HRSA compliance, and 340B regulations. </li><li>Ability to prioritize initiatives based on community need, organizational impact, and equity. </li><li>Knowledge of healthcare quality benchmarks and clinical workflows. </li><li>Skilled in employee engagement, coaching, and performance management. </li><li>Strong interpersonal skills and ability to build relationships with internal and external partners. </li><li>Discretion in handling confidential and sensitive information. </li><li>Ability to analyze systems and lead operational transformation. </li></ul> <p>Physical Demands</p> <ul> <li>Occasionally required to sit, walk, reach, and handle materials. </li><li>May be required to lift or move items up to 25-50 pounds. </li><li>Reasonable accommodations may be made to enable individuals with disabilities. </li></ul> <p>Supervisory Responsibilities</p> <p>Directly supervises department leaders and managers; responsible for performance evaluation, coaching, and operational oversight of clinical and administrative teams.</p>
