<p>This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate the effectiveness and efficiency with which assigned DOE organizations and their components carry out their programs and functions and to develop information, advice, and recommendations for management to use in making decisions on the administrative and programmatic aspects of agency operations and management.</p> <p>This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.</p> <p>As a GS-14 full performance, Management and Program Analyst, you will:</p> <ul> <li>Provide leadership, applying a wide range of qualitative and quantitative techniques in developing, formulating, and executing the Office's budget. </li><li>Identify and assess significant, controversial, and unprecedented problems, and develop innovative solutions to achieve desired results. </li><li>Represent the Financial Management Director on budget related matters with Department of Energy (DOE), Office Director of National Intelligence (ODNI) and Office of Management and Budget (OMB) senior officials and provide authoritative advice, leadership on significant programming, budget policy, and procurement issues. </li><li>Develop policies for planning, reporting, and evaluating assigned programs and functions to include goal setting, tracking, and reporting requirements, and the evaluation and analysis of plans and reported data. </li></ul>
