In addition to supervising the work of three project managers that include a mix of engineers, geologists, or environmental specialists, the position serves as the lead project manager for the most technically complex facilities. Guided by applicable regulations, guidance documents, and the incumbents understanding of environmental engineering as it relates to potential human health and environmental risks from soil, surface water, and groundwater contamination; the Unit Chief works with the assigned facilities or their consultants to review, comment and approve proposed site environmental assessments, investigations, and remediation plans to address contaminated soil and groundwater. The permitting and corrective action program offers an opportunity to oversee all aspects of the permitting process, as well as all phases of assessment, investigation, and remediation of environmental contamination, which typically includes review of plans and reports related to soil and groundwater contamination, groundwater monitoring systems, and the design and performance of environmental remedial systems. The position will collaborate with team members to develop permits, orders, and other enforceable mechanisms to ensure compliance with state and federal environmental laws, regulations, and policies. Supervising work includes making work assignments, setting performance standards, conducting personnel evaluations, setting staff priorities, providing performance feedback to staff, rewarding staff performance appropriately, supporting staff career development, training new staff members, communicating effectively (oral and written), stimulating productivity, and providing a creative work environment. Daily work assignments are established in consultation with technical staff and reevaluated regularly based on need and annual and longer-term plans and permitting goals. A task assignment and permit tracking system will be maintained and used to evaluate workload, performance, and to establish priorities.</p> <p>Job Responsibilities may include but are not limited to the following:</p> <p>As supervisor for the Operating Facilities and Engineering Unit, coordinates incoming work with the Section Chief to establish the need for engineering reviews, prioritizes engineering work, and assigns engineering and permitting work to staff. In consultation with the Section Chief and in coordination with the Post-Closure Facilities and Hydrogeology Unit Chief, discuss prioritization, project logistics, address concerns, troubleshoot problems, and elevate issues to the Section Chief when needed. Reviews the work products of all engineering unit staff and provides leadership and direction so unit staff can complete tasks efficiently and effectively by answering difficult technical questions and offering insight into regulations, processes and problems. Serves as the technical expert for providing guidance, interpretation and direction to the industry concerning compliance with state and federal hazardous waste regulations for operating facilities.</p> <p>Performs independent technical reviews of a wide variety of engineering reports, plans, specifications, and operational plans for existing, modified, or new hazardous waste treatment, storage, or disposal (TSD) facilities. Interacts with facilities both verbally and in writing to ensure that any deficiencies in the plans or data interpretation are corrected. Retained compared to delegated project assignments will emphasize facilities and issues of the greatest technical complexity. Reviews and interaction with representatives of TSD facilities will ensure that all documents and actions conform to state and federal laws and regulations, bureau policies, and sound engineering practices.
