<p>Job Summary</p> <p>Are you a skilled and credentialed real estate appraiser seeking your next professional opportunity? Join the Clark County Assessor's Office as a Residential Appraiser III, where your expertise will support fair and equitable property taxation, which is vital in funding schools, public safety, infrastructure, and essential services for one of Washington's fastest-growing communities.</p> <p>As an experienced appraiser, you'll work independently on complex residential valuations, occasionally serve as a subject matter expert, and help modernize mass appraisal methods in a forward-thinking, collaborative team.</p> <p>Residential Appraiser IIIs are responsible for valuing a wide range of urban and rural residential properties. This includes land, single-family homes, 2-4 plexes, farm structures, and other small improvements-using standardized mass appraisal techniques in a fast-paced, high-volume environment. Appraisers perform all aspects of the valuation process, including field inspections, land valuation, sales analysis and verification, cost and depreciation modeling, and application of market trends and statistical adjustments.</p> <p>This role includes conducting physical inspections on a revaluation cycle to verify property characteristics and update records, as well as adding new construction to the tax roll. Appraisers must be comfortable working in the field under varying weather conditions and terrain, including measuring structures, reading maps, reviewing site plans and building specs, inspecting privately owned real property, and navigating obstacles such as steep grades, ladders, or crawl spaces.</p> <p>Appraisers are expected to communicate clearly and professionally with property owners, respond to inquiries, investigate and correct data as needed, and defend valuations through written and oral presentations before the Board of Equalization. From time to time, residential appraisers may assist commercial staff with inspections of large or complex structures as part of cross-training and departmental collaboration.</p> <p>Appraiser positions are represented by Local 17, Professional and Technical Employees.</p> <p>Qualifications</p> <p>Education and Experience:</p> <p>Appraiser III:</p> <p>Bachelor's degree with major coursework in appraisal, real estate, business, accounting, math or construction and three or more years of prior appraisal experience is preferred. A currently active Department of Revenue Accreditation is preferred; accreditation must be achieved within six months of the hire date. Full-time appraisal experience over five years may be considered instead of the degree requirement.</p> <p>The degree must have been conferred by an institution of higher education and have national recognition from accrediting agencies by the U.S. Secretary of Education. Official transcripts may be required at the time of hire.</p> <p>All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered.</p> <p>The ideal candidate will have the following strengths:</p> <ul> <li>Strong foundation in statistics or data analysis; comfort working with large data sets. </li><li>Proficient in Microsoft Excel and Word, with the ability to quickly learn appraisal and GIS-related software tools (e.g., PACS, CamaCloud, RapidSketch, RMLS, various electronic mapping programs and tools) </li><li>Familiarity with USPAP (Uniform Standards of Professional Appraisal Practices) and URAR (Uniform Residential Appraisal Report) is preferred. </li><li>Excellent customer service skills, both written and verbal. </li><li>Proven ability to thrive in a collaborative, team-based environment. </li><li>Willingness and ability to attend multi-day training programs, including overnight travel (up to five nights). </li><li>Ongoing professional development in appraisal methodologies is strongly encouraged. </li><li>Possession of a valid driver's license and proof of insurance. Daily access to a vehicle. </li><li>Ability to conduct field inspections and work in varying weather and site conditions, including walking on undeveloped terrain and climbing stairs or ladders. </li><li>Capable of performing extended computer work in-office or in-vehicle, including use of a tablet or mobile device for 5-6 hours per day </li></ul> <p>Knowledge of:</p> <ul> <li>Principles and practices of residential property appraisal, including mass appraisal techniques and valuation methods. </li><li>Use and interpretation of electronic mapping systems, GIS tools, and aerial and street-level imagery. </li><li>Computerized appraisal systems and data analysis tools (e.g., PACS, CamaCloud, Microsoft Office Suite). </li><li>Standard business practices, including documentation, data integrity, and customer service in a public agency setting. </li></ul> <p>Ability to:</p> <ul> <li>Communicate clearly and professionally-both verbally and in writing-with colleagues, property owners, and stakeholders. </li><li>Exercise sound judgment when analyzing valuation data and preparing defensible reports. </li><li>Establish and maintain effective working relationships with coworkers, leadership, and the public. </li><li>Work for extended periods at a desk or in a vehicle, including mobile data entry from a tablet or laptop. </li><li>Conduct fieldwork, including walking over uneven terrain, entering construction sites, inspecting privately owned property, and climbing stairs or ladders in various weather conditions. </li></ul> <p>REMOTE WORK (OR/WA Only): The successful applicant must have access to high speed internet service and the ability to work remotely in an environment conducive to completing work assignments. Currently, appraisers have remote work and various schedule options when demonstrating successful performance and remaining in good standing. Management has not established a timeframe for when appraisers could return to an in-office setting. New hires should expect to primarily work from the office in the Public Service Center during their probationary period. Typical days will either be spent entirely inside the office or leaving the office for field inspections and onsite visits with taxpayers.</p> <p>All candidates must reside in OR or WA.</p> <p>This recruitment will be open until filled.</p> <p>First review of applications will be August 8th. Interact professionally with property owners during onsite visits. </li><li>Apply mass appraisal techniques and statistical tools to support annual market adjustments and ensure equity and accuracy in property valuations. </li><li>Inspect new construction, including measurement of improvements, review of building plans, and documentation of quality and physical characteristics for valuation. </li><li>Respond to taxpayer inquiries related to property characteristics and valuation. Address concerns respectfully, and refer complex issues to appropriate staff when needed. </li><li>Support the appeals process by preparing clear, defensible valuation reports and attend Board of Equalization hearings when assigned. </li><li>Assist with ongoing appraisal functions, including property revaluation cycles, land studies, and updates to valuation tables. </li><li>Maintain assigned county vehicle and coordinate required service appointments with fleet services. </li></ul> <p>SELECTION PROCESS</p> <p>Application Review (Pass/Fail) - An on-line application is required.
