Provides technical review and guidance related to floodplain management and regulatory compliance within the County's Land Development Code. Responds to public inquiries and assists in permit-related evaluations.</p> <p>ILLUSTRATIVE DUTIES</p> <p>NFIP/CRS Program Support</p> <ul> <li>Participates in meetings to explain the County's involvement in NFIP and CRS. </li><li>Assists in providing flood insurance rate maps and base flood determinations to the public, the Building Division, and other County staff. </li><li>Maintains tracking and filing systems related to NFIP and CRS activities. </li><li>Serves as a liaison to the community for flood zone information and answers general flood-related inquiries during declared emergencies. </li><li>Participates in technology testing related to wetland and Floodplain software and platforms. </li><li>Lead staff member in Damage Assessment responsibilities related to wetland and Floodplain questions and data analysis. </li></ul> <p>Development Review and Compliance</p> <ul> <li>Reviews development plans and permit applications for compliance with floodplain management codes. </li><li>Performs mathematical and technical calculations as needed. </li><li>Enters review comments into the County's permit tracking system. </li><li>Reviews Elevation Certificates, Letters of Map Amendment, and Letters of Map Revision. </li><li>Oversee the review of wetland and Floodplain data associated with Level 2 and Building Permit reviews. </li></ul> <p>Public and Committee Engagement</p> <ul> <li>Serves on the Development Review Committee (DRC) and meets with applicants and the public regarding floodplain and environmental regulations. Also serve as the liaison to the Parks and Natural Resource Division regarding wetland, Floodplain and water quality issues. </li><li>Responds to information requests, investigates complaints, and conducts field investigations related to code enforcement. </li><li>May deliver presentations to the Board of County Commissioners, Planning Commission, or Board of Adjustment as directed. </li><li>Develops and maintains communication with community and public agency contacts. </li></ul> <p>Coordination and Support</p> <ul> <li>Coordinates with staff, including the Floodplain Technician, and provides guidance on complex tasks. </li><li>Performs other related duties as required to support the efficient operations of the division. </li></ul> <p>KNOWLEDGE, ABILITIES AND SKILLS</p> <p>Technical Proficiencies</p> <ul> <li>Operates personal computers and related equipment used in the work unit. </li><li>Reviews flood studies and utilizes the County's Geographic Information System (GIS). </li><li>Interprets boundary and topographic surveys, aerial photographs, and site development plans. </li><li>Understands principles of hydrology and hydraulics. </li></ul> <p>Analytical and Regulatory Skills</p> <ul> <li>Learns and applies State and Federal rules, regulations, codes, ordinances, and laws. </li><li>Evaluates flooding issues and proposes effective solutions. </li><li>Exercises independent judgment, initiative, ingenuity, and tact. </li><li>Demonstrates productive interaction with County officials, government agencies, boards, and the public. </li></ul> <p>Communication and Interpersonal Skills</p> <ul> <li>Communicates clearly and concisely, both verbally and in writing. </li><li>Establishes and maintains effective working relationships with the public, officials, and colleagues. </li><li>Adheres to County goals, procedures, and policies. </li></ul> <p>Physical Requirements</p> <ul> <li>Sees and distinguishes colors; ambulates independently; bends, stoops, sits, and stands. </li><li>Lifts, pushes, and pulls up to 50 pounds for short distances. </li><li>Operates a motor vehicle independently. </li><li>Works in field conditions of all types. </li></ul> <p>MINIMUM QUALIFICATIONS</p> <p>A graduate of an accredited four (4) year college or university with major course work in public administration, planning, environmental sciences, or a related field. Possess and continue to maintain the Certified Floodplain Manager (CFM) certification as issued by the Association of State Floodplain Managers (ASFPM), and two (2) years' experience in the floodplain regulatory process.</p> <p>Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.</p> <p>A comparable amount of training and related experience may be substituted for the minimum qualifications.</p> <p>SPECIAL REQUIREMENTS</p> <p>All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.</p>
