Additional information can be found at: DCHR Benefits</p> <p>This position is located in the Metropolitan Police Department (MPD), Internal Affairs Bureau (IAB), Risk Management Division, Internal Audit Branch. The incumbent serves as a Compliance Monitor, responsible for conducting a wide range of inspections of departmental programs to check compliance with departmental regulations, to report on the accuracy of financial statements, and to determine if accounting and control systems are adequate and are reliably recording and reporting transactions.</p> <p>This Compliance Monitor position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.</p> <p>The incumbent will be responsible for the following:</p> <ul> <li>Conducts inspections of standard operating procedures and policies of organizational elements, personnel, administrative, managerial, financial and operational functions to determine if they are in compliance with laws, regulations and principles of sound management. </li><li>Determines if departmental equipment and facilities are accounted for; kept in sound condition; used for the intended purposes and/or are in need of repair or replacement. </li><li>Prepares working inspection plans, recording in a prescribed format the information pertinent to the inspection of records or conditions and the findings. </li><li>Identifies and obtains relevant sources of data required to support assigned inspection objectives, potential findings and conclusions and defines time frames to properly complete objectives and develop findings. </li><li>Analyzes data from a variety of sources, while taking into consideration, the impact, interrelationships and complexity of work. </li><li>Develops written surveys and inspection guides. </li><li>Develops special reports as inspection progresses, covering program deficiencies where immediate corrective action is required. </li><li>Develops and/or assists in establishing procedures for inspecting financial accounting systems to ensure compliance with the legal and operational requirements of departmental financial management activities using Generally Accepted Accounting Procedures (GAAP). </li><li>Gathers and incorporates data and records into working documents, which include complete summaries of evidentiary data, prepared, titled, indexed, and cross referenced in accordance with the guide, supervisory instructions, Yellow Book, and ORM Inspection Manual. </li><li>Completes and consolidates findings submitted, to include those of other members of the team and ensures that all contain required elements of a finding ( e.g. condition, cause, effect, criteria, and recommendation). Findings are organized in a manner that will convince the reader to take recommended action. </li><li>Holds exit conferences with management officials when closing a completed assignment. Explains findings and answers questions. </li><li>Assists the director with the development of the Office of Risk Management's annual Fiscal Audit Schedule that reduces risk and cost to the agency. </li><li>Attends meetings with the director to discuss findings, make recommendations and present implementations of recommendations to the command staff. </li><li>Performs other related duties as assigned. </li></ul> <p>Qualifications</p> <ul> <li>Comprehensive knowledge of and skill in applying a broad range of advanced inspection practices, methods and techniques to perform duties sufficient to independently plan and conduct a wide variety of inspections. </li><li>Ability to develop new approaches, methods or procedures in data gathering and analysis techniques. </li><li>Knowledge of or the ability to rapidly attain knowledge of MPD orders and regulations, the applicable District of Columbia laws and legislation controlling the activity being inspected. </li><li>Skill in gathering, assembling, consolidating and analyzing facts and drawing conclusions. Skill in observing, recognizing and distinguishing pertinent details. </li><li>Skill in making clear, concise and effective oral and written reports and presentations. </li><li>Ability to devise solutions to problems encountered and ability to visualize the effect of changes recommended. </li></ul> <p>Licensures, Certifications and other requirements</p> <p>The employee is required to possess and maintain a valid U.S. driver's license.</p> <p>Work Experience</p> <p>Applicants must have at least one (1) year of specialized experience equivalent to the CS-11 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience includes applying a broad range of advanced inspection practices, methods, and techniques to perform duties; developing new approaches, methods or procedures in data gathering and analysis techniques; gathering, assembling, consolidating and analyzing facts and drawing conclusions; and skill in making effective oral and written reports and presentations.</p> <p>Work involves long periods of sitting, standing, stooping and bending when reviewing large volumes of confidential records. Also, pulling and lifting of boxes and files. The incumbent may be required to stay in one location for many hours.</p> <p>Work Environment</p> <p>The work is usually performed in an office environment; however, some outdoor and warehouse assignments may arise.</p> <p>Other Significant Factors</p> <p>Promotion Potential: No Known Promotion Potential.</p> <p>This position is deemed as "Security Sensitive" pursuant to Chapter 4 of the D.C.
