<p>To perform this position successfully, an individual must be able to perform each essential duty satisfactorily.</p> <p>The requirements listed in this document represent the knowledge, skill, and/or ability required.</p> <p>Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.</p> <p>Incumbent serves as Supervisor of Regulated Drains for the Madison County Surveyor's Office, responsible for coordinating and overseeing the maintenance and repair of county-regulated drains, including supervising the work of department work crews, contractors, and subcontractors.</p> <p>DUTIES:</p> <p>Coordinates and oversees the repair and maintenance of County regulated drains; researches past activities on regulated drains; locates and records regulated drains; reads and writes legal descriptions; specifies requirements of surveying County regulated drains for maintenance and repair; prepares cost estimates; oversees the purchase and coordinates delivery of necessary materials and supplies; notifies various town, city, county and state agencies and officials, and utility company representatives; attends public hearings to explain maintenance and repair operations.</p> <p>Supervises the work of department work crews, contractors, and subcontractors to assure proper completion of drainage maintenance and repair projects; regularly inspects the progress of maintenance and repair projects; interprets specifications and recommends revisions to resolve various problems; negotiates and recommends contract modifications to the Drainage Board as necessary.</p> <p>Maintains required documentation of job site activities, contractor work request forms, and material usage; assists with reconciling the work activity records with the billing and claims received for the maintenance of each regulated drain.</p> <p>Responds to citizens' complaints of non-functioning tile systems, tile breakdowns, and drainage problems; investigates, recommends, and oversees completion of the appropriate repairs; frequently assists in repairing tile.</p> <p>Research landowner records, secure the approval of property owners to enter their lands to gain access to county-regulated drains, and secure easements if necessary.</p> <p>Assists with locating and recording cornerstones and surveying County properties.</p> <p>Assists in inspecting, maintaining, and repairing department equipment and vehicles.</p> <p>Assists citizens responding to assessment inquiries; receives and receipt monies for maps and related documents; determines legal drain location information as required by the Planning Commission for building permits; and secures proper signatures for office claims.</p> <p>Performs related duties as assigned.</p> <p>I. JOB REQUIREMENTS:</p> <p>Knowledge and/or experience equivalent to a bachelor's degree in civil engineering or related field, with extensive knowledge of hydrology, land surveying, construction practices, governmental regulations, and codes about agricultural drainage systems.</p> <p>Knowledge of the department's operations and ability to correctly assign and supervise projects and manpower in response to the Surveyor's instructions.</p> <p>An ability to effectively communicate orally and in writing with various contractors, vendors, governmental officials, and the public.</p> <p>Ability to comprehend and properly apply various drainage codes, instrument manuals, plat maps, quad maps, government surveys, aerial photography, section books, legal descriptions, and property deeds.</p> <p>Working knowledge and ability to operate all vehicles and equipment the department uses. Ability to use a computer terminal and related software.</p> <p>Working knowledge of shop mechanics and the ability to perform necessary inspections of vehicles and equipment.</p> <p>Ability to supervise and direct the work of seasonal work crews, give meaningful instructions, and effectively train personnel.</p> <p>Ability to legally operate motor vehicles.</p> <p>II. DIFFICULTY OF WORK:</p> <p>Incumbent generally performs duties within broad guidelines and exercises considerable judgment in selecting the most appropriate method or approach to ensure proper maintenance and repair of County-regulated drains.</p> <p>III. RESPONSIBILITY:</p> <p>Incumbent performs moderately complex duties according to general and specialized instructions from the County Surveyor and is responsible for possessing the necessary technical expertise and leadership to oversee and supervise the maintenance and repair of County-regulated drains. General objectives and unusual problems are discussed with the County Surveyor, and the incumbent's work is reviewed for sound judgment, compliance with applicable codes and regulations, and general technical adequacy.</p> <p>Reports directly to the County Surveyor.</p> <p>IV. PERSONAL WORK RELATIONSHIPS:</p> <p>Incumbent maintains frequent communications with co-workers, seasonal work crews, contractors, sub-contractors, governmental officials, vendors, property owners, utility company representatives, and public members to coordinate the maintenance and repair of County-regulated drains and solve various drainage-related problems.</p> <p>IV. PHYSICAL EFFORT & WORK ENVIRONMENT:</p> <p>The incumbent performs indoor and field duties and is required to supervise and inspect crews in varying weather conditions. The incumbent generally performs duties that require moderate to heavy physical exertion for frequent durations.</p>
