<p>Position Purpose/Summary</p> <p>Responsible for assisting the Director in implementing and maintaining the integrity of programs designed to promote and grow the certification and participation of minority, women, veteran, and small businesses in Springfield. This position provides oversight of Public Construction Contracts and ensures compliance with federal regulations, including Davis-Bacon, Environmental Review, Section 3, and Build America, Buy America (BABA). Work is performed with considerable independence in accordance with policies and procedures established by the federal regulations and state and municipal laws with latitude for the exercise of professional judgment within the framework of the policies and directives of the Director, who will review work through reports, conferences, and results achieved. Supervision is exercised over departmental staff.</p> <p>Essential Functions</p> <ul> <li>Oversees the planning, implementation, training and maintenance of OpenGov platform. </li><li>Maintains Section 3 compliance for all construction projects over $200,000 using HUD funding. Including development of a Section 3 plan, providing technical assistance to developers and contractors, and monitoring all reports and compliance efforts. </li><li>Provides technical assistance, administrative training, and resources for the MWBE Certification. </li><li>Supports the development of racial and gender equity performance measures. </li><li>Assists in establishing policies and procedures to help locally owned businesses and suppliers meet State Procurement requirements. Educates businesses and suppliers on Springfield and State procurement procedures. </li><li>Reviews RFPs and applications for funding to verify legal compliance. </li><li>Oversees public construction projects to ensure opportunities for Springfield residents, minorities, women, and veterans, in compliance with the City's ordinance. </li><li>Monitors projects to ensure compliance with city, state, and federal laws, including responsible employer ordinances and federal regulations such as Davis-Bacon, Environmental Review, Section 3, and BABA. </li><li>Oversees and audits public construction compliance logs, employee reporting forms, and employment certification forms. </li><li>Ensures compliance with state and federal equal employment opportunity guidelines and the employment of protected groups. </li><li>Compiles and analyzes statistical data from governmental sources related to contract compliance. </li><li>Creates and presents the departmental budget on an annual basis. </li><li>Performs related work as required. </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Solid understanding of municipal community development principles and methods. </li><li>Knowledge of federal community development and housing program administration. </li><li>Familiarity with municipal planning, economic development, and housing principles. </li><li>Basic principles of financial and personnel administration. </li><li>Ability to plan, administer, and coordinate departmental programs and functions. </li><li>Capability to make sound decisions on policy, administrative, and technical matters. </li><li>Ability to establish effective working relationships with officials, organizations, and the public. </li><li>Proficiency in clear and concise oral and written communication. </li><li>Ability to supervise others. </li></ul> <p>Education and Experience</p> <ul> <li>Bachelor's degree with major course work in public policy, business administration, finance, urban planning and development or a related field AND a minimum of three (3) years of administrative and professional experience in a related field: OR any equivalent combination of seven (7) years. </li><li>Master's or Law degree preferred </li></ul>
