<p>The Division of Administration/Disaster Recover Unit (DRU) has a vacancy. This job is Unclassified.</p> <p>The Louisiana Office of Community Development (OCD) administers Community Development Block Grant Disaster Recovery and Mitigation (CDBG-DR and CDBG-MIT) grants and other federal and state funding allocated to the State of Louisiana. These programs support long-term recovery, resilience, and mitigation for communities affected by Presidentially Declared Disasters. OCD's grant portfolio exceeds $20 billion and encompasses multiple federal awards, each containing numerous programs, funding activities, and implementation timelines.</p> <p>This is a professional level position designed to provide analysis of disaster recovery programs and projects to ensure effective implementation of disaster recovery efforts administered by the Office of Community Development (OCD) . The position will maintain an understanding of federal programs for disaster recovery, as well as specific federal and state regulations applicable to the administration and implementation of federal recovery programs and projects.</p> <p>The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:</p> <ul> <li>Overseeing the state's capital construction program </li><li>Working to provide state and federal grants for community development </li><li>Development of the state budget </li><li>Providing technology services </li><li>Giving agencies guidance in the state purchasing and contracting process as they seek goods and services </li><li>Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricane </li></ul> <p>A baccalaureate degree</p> <p>Substitutions:</p> <p>Six years of full-time professional experience in disaster recovery may substitute for degree.</p> <p>Preferred Qualifications:</p> <p>Knowledge of Community Development Block Grant</p> <p>Knowledge of Federal Emergency Management Agency Public Assistance Program (PA Match)</p> <p>Knowledge of Hazard Mitigation Grant Program (HMGP)</p> <p>Professional experience with communications/public relations</p> <p>Proficiency in Microsoft Office Suite: Teams & Planner</p> <p>Essential Functions</p> <p>(Duties are illustrative and not comprehensive. Responsibilities may vary.)</p> <p>Oversee, monitor, and evaluate the administration of disaster recovery and mitigation programs and project operations to ensure compliance with state and federal regulations.</p> <p>Review, evaluate, and provide analysis to management on grantee's applications and projects for funding.</p> <p>Provide analysis for the preparation of federal reports, as required, and of correspondence of a complex and sensitive nature regarding recovery areas and projects.</p> <p>Review requests for expenditures of program funds by local governments assigned to caseload.</p> <p>Attend training and technical workshops relevant to disaster recovery and mitigation efforts.</p> <p>Understand and ensure compliance with program priorities, policies and processes to provide superior customer service and communication to the program's internal and external partners in a clear and effective manner.</p> <p>Work directly with applicants and program contractors to ensure applications are moving through the respective program in an accurate and efficient manner.</p> <p>Monitor processes and performance of program's primary contractor and provide monitoring reports to manager.</p> <p>Provide situational reports on items that may need to be addressed, including, but not limited to, compliance, monitoring and close-out activities.</p> <p>Perform invoice reviews to ensure quality assurance and compliance with contract deliverables have been met. Maintains tracking and reporting of all submitted invoices.</p> <p>Monitor and report active construction projects, as assigned, to ensure scope and quality compliance, as well as defined construction timelines are being met as outlined for programs. </p> <p>Assist in research for development and implementation of goals, objectives, policies, procedures, performance objectives, standards, and reporting systems for program areas or special projects. </p> <p>Assist with and maintains ongoing policy request updates as well as accurately tracks outstanding policy requests, approvals, implementation and revision dates.</p> <p>Monitor and evaluate primary contractor staff on project objectives and tasks assigned by supervisor to provide analysis to management on project operations and ensure compliance with program policy and directives.</p> <p>Review and draft comments on proposed programmatic specialty areas suggesting alternative courses of action as applicable.</p> <p>Review and approve Cooperative Endeavor Agreements for assigned programs.</p> <p>Assist in the planning and organization of workshops or technical assistance outreach to grantees, sub-recipients, local officials, consultants and contractors related to implementation of funded projects.</p> <p>Act as liaison between community groups, government agencies, the private entities, local stakeholders and elected officials in developing watershed-based plans.</p> <p>Coordinate and oversee on-site visits of sub-recipients/awardees to verify compliance with program guidelines and federal and state regulations.</p> <p>Work closely with the data management team to ensure timely and accurate submission of program reports as required.</p> <p>Identify technical assistance needs for sub-recipients/awardees and request assistance, if needed</p> <p>Have the ability to critically think through processes to identify any program irregularities and/or compliant concerns.</p> <p>Position-Specific Details:</p> <p>Louisiana is a "State as a Model Employer" for People with Disabilities. </p> <p>How To Apply:</p> <p>No Civil Service test score is required in order to be considered for this vacancy.</p> <p>To apply for this vacancy, click on the "Apply" link above and complete an electronic application which can be used for this vacancy as well as future job opportunities.
