<p>DEFINITION</p> <p>Incumbents in this class perform professional analytical work involving the evaluation, documentation, and improvement of court business processes, operational procedures, and supporting information systems. Under general supervision, analyze workflows, identify operational enhancement opportunities, document business requirements, and assist in implementing technology and process improvement that supports the Court's mission, service delivery, and compliance with applicable rules and policies. Incumbents act as a change agent driving effective deployments and execute system configuration changes across one or more operating functions and/or case management systems.</p> <p>DISTINGUISHING CHARACTERISTICS:</p> <p>The Business Process Analyst is a journey-level professional classification in the Business Process Analyst series and coordinate work activities with project teams or subject matter experts. Incumbents perform analytical work supporting operational improvement initiatives, system implementations, and business process documentation. Assignments may range from routine to moderately complex initiatives and are performed with general guidance from management or senior analysts.</p> <p>TYPICAL DUTIES</p> <p>The following duties are typical of those performed by this class. Other related duties may also be performed. Incumbents may not necessarily perform all the duties listed.</p> <ul> <li>Analyze and document court business processes, workflows, and operational procedures. </li><li>Gather and document functional and business requirements for case management systems and other technology platforms. </li><li>Assist functional unit management and key stakeholders to identify, define, and analyze operational problems and recommend process improvement solutions. </li><li>Prepare workflow diagrams, process maps, and technical documentation. </li><li>Participate in court technology projects including system implementations and enhancements. </li><li>Support system configuration, testing, and validation activities including user acceptance testing. </li><li>Research court operational practices and compile analytical reports. </li><li>Assist with change management activities including stakeholder communication and training materials. </li><li>Facilitate meetings with operational staff to gather information and clarify requirements. </li><li>Monitor operational performance following implementation of new systems or processes. </li><li>Act as a liaison and subject matter expert between departmental end-users, technical staff, consultants and other governmental organizations in the analysis, design, configuration, testing, and ongoing enhancement of case management systems to ensure optimal operational performance. </li><li>Participate in state-wide initiatives related to shared case management systems operational functions and digital transformation. </li><li>Read, interpret, and analyze case management systems and functional technical literature, and translate findings into non-technical documentation the end-user can comprehend and utilize. </li><li>Assist in business process reengineering and improvement initiatives in consultation with impacted internal and external stakeholders </li><li>Consolidate complex information into clear, cohesive, and actionable written materials to support management analysis and decision making. </li><li>Assist in developing an overall change management strategy for the court ensuring changes are effectively communicated, adopted, and sustained across affected stakeholders. </li><li>Monitor, analyze, and report business and systems impact of changes to the California Rules of Court. Identify risks, dependencies, and required system or procedural updates to ensure compliance and continuity of operations. </li><li>Serves as a subject matter expert and resource to support the development and consistency of business practices. </li><li>Develop training curriculum and conduct formal training sessions covering assigned systems modules or business processes; evaluate training effectiveness and recommend improvements to support user adoption and operational effectiveness. </li><li>Participates in studies of new and existing programs and special projects to assess feasibility and resolve problems through organizational, procedural, technical and fiscal research and analysis. </li><li>Develop policy and procedures to improve efficiency, cost-effectiveness, and/or improve internal and external customer service. </li></ul> <p>MINIMUM REQUIREMENTS AND QUALIFICATIONS</p> <p>Any combination of education and experience, which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge and experience can typically be obtained by a bachelor's degree from an accredited college or university in a field directly related to the administrative, management or financial aspects of this classification, with three (3) years of experience in business process analysis, major computer system implementations, change management, large group facilitation, and/or major analytical or research studies.</p> <p>Substitution: Additional related experience may be substituted for the required education on a year- for-year basis</p> <p>KNOWLEDGE OF:</p> <ul> <li>Court operational practices and case management systems (eCourt) or similar systems. </li><li>Apache Groovy or other scripting languages, including application in developing, maintaining, and testing business rules, workflows, and system configurations in support of court operations. </li><li>Principles, practices and techniques of customer service. </li><li>Time management and organizational skills. </li><li>Project management principles and techniques. </li><li>Techniques and strategies for managing organizational and system change, including stakeholder engagement and adoption. </li><li>English grammar, punctuation, spelling and usage sufficient to prepare clear, professional correspondence, reports, and technical documentation. </li><li>Principles and practices of business process analysis and workflow improvement. </li><li>Basic project management principles and analytical methods. </li><li>Business process mapping techniques and documentation tools. </li><li>Methods for system testing including user acceptance testing. </li><li>Public sector administrative practices and organizational structures. </li><li>Data analysis techniques and reporting tools. </li><li>Standard office software applications. </li><li>Principles of Change Management </li></ul> <p>ABILITY TO:</p> <ul> <li>Perform complex and sensitive duties under general direction, exercising sound judgment within assigned areas of responsibility. </li><li>Apply creative and critical thinking in the use of case management systems and development of business processes. </li><li>Acquire and apply subject matter expertise in the functions and activities of the department or other assigned work unit, including applicable laws, rules, regulations, procedures and technical operations. </li><li>Apply advanced troubleshooting and analytical skills. </li><li>Demonstrate strong technical competency and computer skills. </li><li>Utilize time management skills and multi-tasking capabilities. </li><li>Develop and document business processes, functions and procedures. </li><li>Analyze operational workflows and identify and develop recommendations for improvement opportunities. </li><li>Document business requirements and translate operational needs into technical specifications. </li><li>Conduct research and prepare clear analytical reports. </li><li>Communicate effectively both orally and in writing with both technical and non-technical staff. </li><li>Facilitate meetings and gather stakeholder input. </li><li>Maintain effective working relationships across departments. </li><li>Manage multiple assignments and meet deadlines. </li></ul> <p>PHYSICAL REQUIREMENTS:</p> <ul> <li>Ability to use a personal computer and its peripherals including keyboarding, mouse and monitor use for extended periods of time. </li><li>Ability to grasp and manipulate files. Frequent hand and/or wrist motion. </li><li>Occasionally reaching at or above shoulder level. </li><li>Positions also may require movement throughout the Courthouse delivering and/or retrieving forms, files and information to and from other departments and lifting file boxes, files or binders up to 10 lbs. </li></ul> <p>WORK ENVIRONMENT:</p> <ul> <li>Shared office environment with varying degrees of hot and cold air.
