<p>Office of Legal & Acquisition Services</p> <p>The Office of Contracts and Acquisitions (OCA) is housed within the Office of Legal and Acquisition Services and has the expertise and authority for creating agreements and contracts and overseeing the acquisition of goods and services for ODJFS. The mission of OCA is to meet and maintain the highest level of compliance with Federal and State laws, rules, policies, and procedures for acquisitions and contracting for ODJFS and to establish and maintain public trusts and confidence in the stewardship of taxpayer funds.</p> <p>What You'll Do</p> <ul> <li>Reviews, analyzes, evaluates, and approves requests for acquisition of information technology (IT) hardware, software, education, consulting services, and maintenance for the Ohio Department of Job and Family Services (ODJFS), County Departments of Job and Family Services (CDJFS), Children Services Boards, and Child Support Enforcement Agencies (CSEAs). </li><li>Provides IT procurement assistance for IT projects which involve large numbers of technical variables (e.g., multiple computing platforms; multiple agency interfaces; conversion efforts; newly developed/unique technologies). </li><li>Analyzes IT requests in terms of merit, cost effectiveness, agency utilization, and strategic plan consistency to determine appropriate acquisition action. </li><li>Reviews and approves requisitions in OhioBuys for IT-related purchases from both Department of Administrative Services (DAS) and ODJFS administered contracts. </li><li>Research IT trends and innovations and advises leadership on how to leverage them for operational improvements. </li></ul> <p>Challenges</p> <ul> <li>OCA is an extremely fast-paced environment with multiple competing priorities due to the thousands of purchase orders and contracts created each state fiscal year, as well as the number of internal and external requests for assistance and information. Strong organization skills and the ability to turn work around quickly is necessary. State Fiscal Years run from July 1st of one calendar year to June 30th of the following calendar year. Historically, OCA's Sourcing Unit is most busy from early May through late August as processing for fiscal-year-end occurs while processing for fiscal-year-start temporarily overlap. </li></ul> <p>Necessary Skills</p> <ul> <li>Knowledge of Sourcing Principles. </li><li>Knowledge of computer systems analysis and design. </li><li>Knowledge of application development and design. </li><li>Skill in operation of personal computer and applicable software applications. </li><li>Ability to deal with many variables and determine specific action. </li><li>Ability to understand technical manuals and verbal instructions associated with IT sourcing. </li><li>Ability to write business correspondence or communications reflecting sourcing procedures. </li></ul> <p>Schedule: Full-time</p> <p>Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.</p> <p>Travel: Occasional travel within the state of Ohio.</p> <p>PN(s): 20036698</p> <p>This position does not qualify for sponsorship / H1b Visa.</p> <p>The ideal candidate, at minimum, must have the following:</p> <p>OPTION 1:</p> <ul> <li>48 mos. exp. in computer programming </li></ul> <p>AND</p> <ul> <li>24 mos. trg. or 24 mos. exp. in computer systems analysis & design </li><li>6 mos. trg. or 6 mos. exp. in computer hardware, software & communication systems. </li></ul> <p>Option 2:</p> <ul> <li>Completion of undergraduate core program in computer science/data processing/engineering. </li></ul> <p>AND</p> <ul> <li>24 mos. trg. or 24 mos. exp. in multiple areas of data processing (e.g., systems analysis, systems design, application development & programming, networking, hardware/software evaluation). </li></ul> <p>Option 3:</p> <ul> <li>18 mos. exp. as Information Technology Procurement Analyst 1, 64171. </li></ul> <p>Or</p> <ul> <li>Equivalent of minimum class qualifications for employment noted above. </li></ul> <p>Tips For Your Application</p> <p>When completing the different sections of this application, be sure to clearly describe how you meet the minimum qualifications outlined in this job posting. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $40.59 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year.
