We're seeking a driven administrative professional to assist with the coordination of the division's personnel functions. From the hire coordination of Summer Camp staff to Security Guards, this technical position will serve as liaison to County Human Resources, Risk Management, Payroll, and Procurement departments. This position independently performs and coordinates duties in the areas of recruitment, selection & Onboarding, disciplinary action, leave requests, timesheet entry inquiries and the purchasing of parks and recreation equipment/materials, etc. Supervision is received from the Administrative Support Supervisor. </p> <p>NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. create and/or review FCPR forms, reports as needed </li><li>Counsel, advise and communicate with FCPR hiring managers and other employees regarding employment-related questions </li><li>Develop, update and maintain FCPR job descriptions/class specifications by reviewing and updating job requirements and essential functions </li><li>Liaison with Payroll to assist in resolving personnel payroll issues; process all actions for retro payments using timekeeping system; work with the Payroll office to process necessary payroll adjustments; run and review payroll reports on behalf of Director </li><li>Review, analyze and submit HR actions to include new hires, transfers, terminations, additional work assignments, and pay rate changes, including DOT/Non-CDL DOT forms, CPS background administration for summer camp staff, Custodian background process, county building keys, county badges, purchasing cards, fuelman cards, and various others </li><li>Collaborate with senior leadership to understand the division's goals and strategies related to staffing, recruiting and retention </li><li>As needed, assist and orient new hires and staff with onboarding processes </li><li>Process transactions for department transfers, terminations, addition of new employees and adjustments to timesheets; process payroll adjustments for Division; prepare and review reports from timesheet system </li><li>Maintain and secure all personnel files, training, background investigations, psychological, medical files and departmental memos in accordance with the Frederick County Human Resources policy and the Division of Parks and Recreation policy </li><li>Primary personnel services liaison to County divisions including Human Resources, Risk Management, IIT, and Fleet Services </li><li>Liaison to the marketing department for promoting recruitment and employment opportunities </li><li>Represent Parks and Recreation by attending job fairs and external events promoting Parks and Recreation </li><li>Provide guidance to employees and managers regarding timesheet, FMLA, worker's compensation, EAP and other personnel related questions </li><li>Provide notary services to division employees </li><li>Enter and maintain personnel actions for upgrades, terminations, department transfer, work schedule change and shift differentials; maintain a master list of personnel action changes </li><li>Serve as the Intern Coordinator for the division which includes preparing all intern project documents, completing Payroll Action Requests once hours have been completed, and compiling all documents including the final review for college </li><li>Compose and prepare correspondence, memorandums and other written work for management approval and signature </li><li>Verify and process fiscal transactions to include p-card purchases and other fiscal transactions in automated system </li><li>As needed, perform various clerical duties necessary to operation (photocopy, file, prepare mailing labels, sort mail, stuff envelopes, courier to other departments, etc.) </li><li>Perform other related work as assigned </li></ul> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p>The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. </p> <ul> <li>Associate's degree </li><li>Minimum 4 years of administrative support work experience that includes some HR or personnel experience </li><li>Current Notary for the State of Maryland or ability to become certified within 90 days of hire </li><li>Intermediate skills in Microsoft 365 </li><li>NOTE: A combination of relevant experience and education may be counted towards the requirements of this position </li></ul> <p>KNOWLEDGE / SKILLS / ABILITIES:</p> <ul> <li>Working knowledge of human resources management theory and practices </li><li>Ability to provide oversight and direction to hiring managers, new employees, and volunteers as it relates to the recruitment and onboarding process </li><li>Ability to effectively organize work, make independent decisions, determine priorities and complete assigned duties with minimal supervision </li><li>Discretion and good judgment in dealing with sensitive and personal information with ability to maintain appropriate confidentiality </li><li>Strong and effective spoken and written (English) communication skills including the ability to clearly explain policies and procedures </li><li>Ability to establish and maintain effective working relationships with co-workers, representatives of cooperating agencies and the general public </li></ul> <p>PREFERENCE MAY BE GIVEN FOR:</p> <ul> <li>Degree in Human Resources or a Business related field </li><li>Work experience supporting recruitment and/or onboarding processes </li><li>Work experience utilizing an HR or enterprise management software (e.g. Neo.gov, INFOR, HRIS or comparable) </li></ul> <p>PHYSICAL REQUIREMENTS / WORKING CONDITIONS:</p> <ul> <li>While working in this position, the employee is required to frequently sit, lift up to 50 pounds, and perform repetitive motions; and occasionally reach </li><li>While working in this position, the employee is required to constantly work indoors, and rarely work outdoors, walk on uneven ground, work in hot temperatures above 100 degree and cold temperatures below 32 degrees, work in a dirty, dusty and noisy environment and near machinery </li><li>Available for a minimum of three mandatory Parks and Recreation events </li><li>Available for varied evening and weekend work hours to accommodate meetings, special events, etc. </li><li>Ability to provide own transportation to meetings, etc. </li><li>Due to the nature of work performed by this position, and the access to secure databases, the employee will be required to undergo a fingerprint supported background investigation through the Division of Parks and Recreation. </li></ul> <p>KIND OF EXAMINATION (may include):</p> <ul> <li>An evaluation of training and experience </li><li>One or more interviews </li><li>A pre-employment background investigation through a public records search </li></ul>
